Description

NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego (FLCSD) intents to negotiate and award on a sole source basis to SHARK MARINE TECHNOLOGIES INC. The Government has a need to procure navigator system training for EOD Groups in Guam and San Diego, CA. This requirement is for commercial items prepared using Simplified Acquisition Procedures under the FAR 13.302-1, as supplemented with the additional information included in this notice. Shark Marine Technologies is the OEM of the Navigator Sonar Systems utilized by EODGRU ONE. No other training facility can provide the specialized training due to proprietary information. This is an unrestricted, sole-source action. The Small Business Office concurs with the set-aside decision. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FOB Destination applies. Period of Performance is 12 February 2017 “ 15 June 2017. In accordance with FAR 5.102(a) (6), the required justification and approval documentation is attached (See Note 22). This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 09:00 AM PST, 13 February 2017 via email to Angelina.pinahardin@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
