Description
This is a Sources Sought Announcement only and does not constitute a commitment, implied or otherwise, that the Defense Logistics Agency (DLA) Distribution will take procurement action in this matter. Further, DLA Distribution will not be responsible for any cost incurred in furnishing the information requested. This announcement is for formal market research only and should not be considered a Request For Proposal (RFP). The DLA Distribution is conducting market research to determine the extent of small and large business sources capable of performing Chemical Management Services (CMS). The potential requirement is for a Third Party Logistics (3PL) Hazardous Materials (HM) provider responsible for standardizing and lowering the cost of procurement, receipt, storage, issue, tracking, Hazardous Waste (HW) staging and pre-disposal actions and reuse of Hazardous Materials supporting DLA Distribution Corpus Christi, TX operations to respond to customer requirements for Corpus Christi Army Depot (CCAD) maintenance facilities. The potential requirements includes the complete end-to-end supply chain management of HM to include establishment of all inventory stock levels, the establishment of vendor base/contracts and the purchasing and ordering of HM to meet customer demands and timeframes. The potential requirement would establish Contractor-Owned 3PL Inventory, ie., HM purchased by the Contractor and stored in Government Furnished Facilities, but not yet sold to the Government. In order for DLA to properly gauge the capability of the business community, interested parties must provide: 1) A capability statement (limited to 10 pages in length, single-spaced, 12 point font minimum) demonstrating the ability to perform the efforts below. 2) Relevant experience (limited to 5 pages) within the last five (5) years, include contract numbers, indication of whether your firm performed as either a prime contractor or subcontractor, contract value, contract type, and pricing structure. Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced is relevant to the scope of work described below. Interested parties will address their capability for providing compliant CMS support (labor and materials) IAW the work effort described below that includes but is not limited to the capability to: a) Based on historical demand data, develop a HM inventory stockage plan. b) Establish contract vehicles for a various different types of HM to be stocked IAW the stockage plan and purchased on-demand from the contractor. c) Perform purchasing, receipt, storage, issue processes, physical inventory management, issue center management; cart and locker management; delivery, shipping, local transportation, HW disposal preparation; and HM tracking and environmental reporting for HM used by the customers at their maintenance activities. d) Establish or operate an existing Hazardous Material Central Storage Location/HAZMIN Center/ or HAZMART. Operate the existing Hazardous Distribution Support Centers/HM pharmacies located throughout the CCAD supporting aviation and ground industrial maintenance centers; heavy maintenance facilities; and unit level aviation or ground maintenance activities. e) Operate the existing Hazardous Waste Satellite Accumulation Points, for the collection of waste, closing and requesting drums in HMMS, and ensuring the drums are maintained IAW Navy Hazardous Waste Management plan and applicable regulatory guidance. f) Establish and manage inventory levels for Point of Use (POU) lockers and carts located throughout customer maintenance facilities. g) Develop and execute innovative methods of reducing costs of HM through procurement methods; hazardous materials minimization business practices, Green Procurement business practices, recycling initiatives, etc. h) Possess current or previous use of the Hazardous Materials Management System (HMMS) to perform receipt, storage (to include shelf-life management), issue, tracking, and disposal of HM and HW. i) Provide a commercial application that includes the functionality for: 1. Customer access for submitting orders of 3PL HM 2. Customer visibility of Authorized Use Lists (AUL) 3. Customer visibility of HM inventory on hand in both the Hazardous Material Centralized Storage and the Hazardous Distribution Support Centers located throughout the CCAD (e.g., HAZMIN Center, HAZMART, HM pharmacy, CIC, issue centers) 4. Contractor processing transactions (receipts and issues) and capable of providing documentation supporting the transactions (i.e., Evidential Matter) 5. Inventory processes and accountability of material 6. Generating transactions reports 7. Preparing and providing receipts to customers 8. Preparing invoices (DD Form 250 or equivalent) 9. Interfacing with Government Inventory Management Systems (e.g., DAAS, DoD E-mall, GSA MPED-LIMS, LMP, SLES, HMIRS, FLIS) 10. Interfacing with HMMS 11. Recording sales, decrementing inventory levels, and recording stock on hand 12. Maintaining customer ACLs and AULs within HMMS j) Perform cradle-to-grave HM accountability by individual commodity type of HM products by specific chemical constituents, ensuring that waste is separated into the correct waste-stream for disposal or recycling. k) Provide an approved purchasing system for HM to ensure fair and reasonable pricing of 3PL HM issued to the approved customers. l) Perform unit deployment support that includes HM kitting and support packaging assembly that could include rapid deployment. m) Execute and comply with OSHA, DoD Hazardous Communications (HAZCOM) Standards, Environmental, Safety, and Occupational Health regulations. Including the proper labeling of Primary and Secondary Containers as required by the OSHA's Global Harmonization Standard. n) Provide environmentally compliant commercial storage facilities outside of the CCAD installation to provide the 3PL HM services to customers on the CCAD installation. o) Provide organic (contractor or commercial) transportation to deliver HM from the commercial storage facilities to CCAD. p) Demonstrate ability to provide contingency storage capabilities in the event material volumes exceed existing storage capabilities. The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 493110, General Warehousing and Storage.
