- This announcement is a Sources Sought Notice (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District funds various fish hatcheries to aid in the mitigation obligations for Portland District Dams. The Government has a need for fish marking and tagging services at hatcheries within the Portland District. The Contractor will provide marking and tagging services for various species that are released into the Columbia, Willamette, and Rogue River Basins. Specific hatcheries for which services are needed are: Bonneville Hatchery, Marion Forks Hatchery, South Santiam Hatchery, McKenzie Hatchery, Willamette Hatchery, and Cole M. Rivers Hatchery. The Contractor shall provide all personnel, tools, materials, vehicles, supervision, and other items and services necessary provide marking and tagging services according to the performance work statement. Contractor will perform the following services: Bonneville Hatchery - Upriver Bright Fall Chinook Subyearlings - Priest Rapids/Ringold Springs Program. The Contractor will adipose fin clip and embed 430,000 juveniles with a coded wire tag. The Contractor will adipose fin clip the remainder of the fish to be transferred, approximately 3,620,000 juveniles. - Upriver Bright Fall Chinook Yearlings - Umatilla Program. The Contractor will adipose fin clip and embed coded wire tags in approximately 900,000 smolts. - Upriver Bright Fall Chinook Yearlings - Yakima Program. The Contractor will adipose fin clip and embed coded wire tags in approximately 210,000 smolts. Willamette Hatchery - Upper Willamette River Spring Chinook - Middle Fork Willamette Program. The Contractor will coded wire tag and adipose fin clip 400,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 1,372,000 juveniles. - Upper Willamette River Spring Chinook - Coast Fork Willamette Program. The Contractor will coded wire tag and adipose fin clip 75,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 192,000 juveniles. - Upper Willamette River Spring Chinook - South Santiam Program. The Contractor will coded wire tag and adipose fin clip 110,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 529,000 juveniles. Marion Forks Hatchery - Upper Willamette River Spring Chinook - North Santiam Program. The Contractor will coded wire tag and adipose fin clip 50,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 654,000 juveniles. McKenzie Hatchery - Upper Willamette River Spring Chinook - McKenzie Program. The Contractor will coded wire tag and adipose fin clip 300,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 305,000 juveniles. Cole M. Rivers Hatchery - Rogue River Spring Chinook. The Contractor will coded wire tag and adipose fin clip 90,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 2,277,000 juveniles. - Rogue River Coho. The Contractor will coded wire tag and adipose fin clip 25,000 juveniles. The Contractor will adipose fin clip the remainder of the fish to be released, approximately 5,000 juveniles. - Rogue River Summer Steelhead. The Contractor will adipose fin clip all fish to be released, approximately 64,350 juveniles. - Rogue River Winter Steelhead. The Contractor will adipose fin clip all fish to be released, approximately 114,800 juveniles. The performance standard for mortality resulting from the marking and tagging of hatchery fish is less than 1%. For adipose fin clipping, the performance standard is a clip rate of greater than 99%. Similarly, the performance standard for coded wire tagging is a retention rate of great than 97%. Additionally, the Contractor will attend scheduled meetings as appropriate. USACE, Portland District is seeking sources for fish marking and tagging services at Portland District hatcheries under NAICS Code 541990, All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $15 million. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be 15 April 2017 through 14 April 2018 and two (2) consecutive option years. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Statement of Capability (SOC) a. Statement demonstrating skills, equipment, and personnel required to perform the specified type of services are available, or can become available if a contract is awarded. b. Recent and relevant experience in insertion of coded wire tags and adipose fin clipping in salmonid stocks within the last five (5) years similar in scope and size to the attached draft PWS. c. Recent and relevant experience in meeting performance standards for mortality, clip rate, and tag retention. d. Recent and relevant experience within the last five (5) years coordinating with other agencies in hatchery operations, specifically timing and logistical challenges of marking and tagging. Highlight any experience working with the Oregon Department of Fish and Wildlife. The Government intends to advertise a solicitation for this project on or around 28 February 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
