- This announcement is a Sources Sought Notice (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District funds production of spring Chinook in the Willamette Valley to mitigate for the effects associated with the construction and operations of dams within the Willamette Basin. The Government has a need for hatchery monitoring and evaluation services at hatcheries within Willamette Valley. The Contractor will provide hatchery monitoring and evaluation services at four hatcheries and their respective subbasins: Marion Forks Hatchery (North Santiam Subbasin), South Santiam Hatchery (South Santiam Subbasin), McKenzie Hatchery (McKenzie Subbasin), Willamette Hatchery (Middle Fork Willamette Subbasin). The Contractor shall provide all personnel, tools, materials, vehicles, supervision, and other items and services necessary provide monitoring and evaluation services according to the performance work statement. Monitoring and evaluation services are divided into two primary categories: Adult and juvenile sampling at hatcheries and traps, and below dam spawning surveys. Objectives related to adult and juvenile sampling at hatcheries and traps include: Adults - Determine and quantify the origin (natural or hatchery) of all returning adults to the hatchery or trap. For hatchery-origin adults, determine the hatchery of origin if a CWT is present. Determine the representative size (fork length) of both natural and hatchery origin fish. - Determine the age structure and sex ratio of returning hatchery-origin fish. - Determine the smolt to adult return rate (SAR) and stray rate for the hatchery. Quantify harvest within the subbasin. - Report the hatchery spawn timing (initiation, peak, conclusion) and fecundity of natural and hatchery origin fish used in the broodstock. - Determine the proportion of natural-origin fish used in the broodstock (pNOB). - Determine the prespawning mortality rate within the hatchery. Juveniles - Determine in-hatchery survival and growth rate between life stages of egg take to eyed-egg, eyed-egg to fry and fry to smolt. - Report release size, timing and smoltification stage for each release at the hatchery. Objectives related to below dam spawning surveys include: - Determine the abundance (run size), distribution and run timing (initiation, peak, conclusion) for natural and hatchery origin fish. - Determine the peak spawning dates for natural and hatchery origin fish that spawn naturally. Estimate redd density and distribution within the subbasin. - Estimate the natural spawning escapement for the subbasin. Determine the age structure of the natural spawning population. - Determine the proportion of hatchery origin fish on the spawning grounds within the subbasin. - Determine the prespawning mortality on the spawning ground within the subbasin. The Contractor will prepare an annual report and submit to the Government. The Contractor will attend scheduled meetings as appropriate. USACE, Portland District is seeking sources for hatchery monitoring and evaluation services for Willamette Valley hatcheries under NAICS Code 541990, All Other Professional, Scientific, and Technical Services. The size standard as defined by the U.S. Small Business Administration is $15 million. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be 15 April 2017 through 14 April 2018 and two (2) consecutive option years. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Statement of Capability (SOC) a. Statement demonstrating skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. b. Recent and relevant experience in monitoring and evaluation of hatchery programs within the last five (5) years similar in scope and size to the attached draft PWS. Highlight specific experience with spring Chinook hatchery programs. c. Recent and relevant experience within the last five (5) years coordinating with other agencies in hatchery operations. Highlight any experience working with the Oregon Department of Fish and Wildlife, National Marine Fisheries Service, and U.S. Army Corps of Engineers. d. Recent and relevant experience within the last five (5) years conducting surveys and/or assessments of Willamette Valley subbasins, specifically the North and South Santiams, McKenzie, and Middle Fork Willamette Subbasins. e. Relevant experience complying with Biological Opinions and Hatchery Genetic Management Plans. The Government intends to advertise a solicitation for this project on or around 28 February 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
