Description
This acquisition is a Prospective 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB). If Two or more interested (SDVOSB) and/or (VOSB) respond, then the solicitation to acquire services described below, shall be 100% Set-aside to the appropriate VOSB or SDVOSB. If there are less than 2 interested veteran certified companies, this requirement shall be set aside to all small businesses. The NAICS Code is 561730 (Landscaping Services) $7.5 Million size standard. Please note: That this is not a request for quotes or proposals; this is a requested for information (RFI) notice to inform all interested Small Businesses that the VA National Cemetery Administration, Pacific District as directed by the VA Prescott National, is preparing to solicit the appropriate Set-Aside proposal Depending on the interested Reponses on this Request for Information. Award will consist of One Job Purchase Order. The work consists of plant removal, plant relocation, soil preparation, planting, sodding, irrigation demolition, new lawn and landscape bed irrigation, irrigation nozzle replacement, irrigation zone modifications, landscape edging, planting bed mulching, minor drainage modifications, and minor asphalt sidewalk rehabilitation. Subject to all terms, conditions, provisions, and schedules of the contract; contractor shall furnish all equipment, parts, materials, supplies, labor, and supervision necessary and incidental to the work required. The evaluation factors are as follows Lowest Price Technically Acceptable (LPTA). BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. Participation in this effort is strictly voluntary. All costs associated with responding to this RFI Notice will be solely at the interested respondent s expense. The objective of this RFI Notice is to allow industry the opportunity to provide comments to the VA NCA Pacific District. Review of the responses to the RFI Notice will focus on the offeror s technical input and clarification of requirements. RFI Notice Response Due Date: The VA NCA Pacific District will only entertain written communication; no verbal communions will be accepted. Please submit written information via e-mail to Joseph Mendoza, Contracting Officer, at joseph.mendoza1@va.gov no later than February 13, 2017 4:00 p.m. Pacific time. RFI Response Contact: Respondents to this RFI Notice shall designate a primary and one alternate point of contact within the company (Name, Address, Email, and Telephone). Clarification of RFI Notice Responses: To fully comprehend the information contained within a response to this RFI Notice, there may be a need to seek further clarification from those responding. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response to a specific VA NCA Pacific District group or groups. The VA NCA Pacific District reserves the right to seek additional information from those respondents identified with unique solutions that are determined to be beneficial to the VA NCA Pacific District. Project Title: Prescott National Cemetery Landscape Rehabilitation Project Project Location: Prescott National Cemetery, 500 Highway 89 North, Prescott, AZ 86313 GENERAL SCOPE OF WORK: The Contractor shall furnish all labor, materials, equipment, tools, supplies, and services to provide landscape construction work described herein and on the attached Plans and Specifications at Prescott National Cemetery (PNC), located in Prescott, Arizona. Construct in accordance with the VA Construction requirements, Federal, Arizona and Local Codes. The work consists of plant removal, plant relocation, soil preparation, planting, sodding, irrigation demolition, new lawn and landscape bed irrigation, irrigation nozzle replacement, irrigation zone modifications, landscape edging, planting bed mulching, minor drainage modifications, and minor asphalt sidewalk rehabilitation. All work shall be coordinated with the Contracting Officer s Representative (COR). Work will be conducted in such a manner to minimize the impact on the Cemetery operations. The water supply to the existing irrigation system may be shut down at the beginning of the workday but shall be restored at the end of each business day. Provide temporary piping as required to restore water supply to the irrigation system. Work on site will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with the Contracting Officer s Representative (COR) and with the Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK GENERAL REQUIREMENT I. General Notes Remove Forty-Four (44) existing 48-inch box Fraxinus velutina (Arizona Ash Trees) and their rootballs, and dispose of off-site in a lawful manner. Approximately 25 of the 44 trees are dead. Remove and reinstall existing tree stakes and tree ties. Salvage for reuse. There are approximately three 8 to 10 tall by 2-inch diameter lodge pole pine tree stakes per existing tree. New trees shall be staked with 2 tree stakes per tree. Dispose of unused tree stakes off-site in a lawful manner. Supplement existing tree stakes with new stakes to match existing, where existing stakes are not salvageable. The existing trees are irrigated with two (2) deep root bubbler assemblies per tree. Protect the tree bubblers, associated valves and piping for reuse to irrigate the replacement trees. Plant Forty-Four (44) new 24-inch box Acer saccharinum Silver Queen (Silver Queen Maple Trees) per Attachment C Deciduous Tree Planting Detail, (unless noted otherwise). Trees shall be matched standards with branching height at 5-feet above rootball. Minimum caliper of trees shall be 2-inches, with a minimum height of 10 to 12 feet. Ball and Burlap (B&B) minimum rootball dimension shall be 24-inches diameter by 14-3/8 inches depth. Reinstall existing deep root bubbler assemblies at edge of tree rootballs per Attachment D Deep Root Bubbler Assembly. Install with top of grate flush with finished grade. Remove bubbler nozzle, flush lateral lines, clean filter screens, reinstall bubbler nozzle, and test for proper operation. Coordinate with cemetery to schedule irrigation of trees for establishment. Provide cemetery with an irrigation schedule for the 90-day maintenance period. Backfill and compact tree pits with backfill mix consisting of 2/3 topsoil amended with 1/3 peat compost. Provide starter fertilizer and slow-release plant fertilizer tablets. Import topsoil as necessary to backfill excavations from the removal of existing 48 box trees. Install two salvaged tree stakes per 24 box tree in the direction of the prevailing winds per Attachment C Deciduous Tree Planting Detail. Wrap trunks of trees with tree wrap. Provide 6-foot minimum diameter (or as directed by the COR), 4-inches in depth, compost mulch rings around each tree. Tree mulch ring shall extend beyond the edge of the tree stakes for ease of lawn maintenance. Cut and remove sod as required for mulch rings. Repair damage to existing lawn as a result of tree removal, and planting operations. Provide 90-day maintenance period. Begin maintaining trees immediately after planting by proper fertilization and watering. Maintenance period shall extend from the date of tree planting for a period of 90 days or until October 15, whichever is lesser. Any remaining time on the maintenance period shall recommence on April 1 and extend for the remainder of the 90-days. Warranty the trees for a period of one year from date of final acceptance. Verify at project site the exact size, clearances of all existing features being modified, relocated, extended, connected to or removed. Any site conditions which may cause significant deviation from the Drawings and Specifications shall be brought to the attention of the Contracting Officer (CO) or his/her Representative (COR) for clarification prior performing the work. Verify dimensions of all Government-furnished and installed equipment to insure proper coordination with construction. Contractor shall bear all costs for relocation of existing utilities from failure to advise of conflict in writing prior to submission of any bid, and/or from failure to properly coordinate installations of system. All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as noted for work on the irrigation system. Coordinate and resolve all details of the shutdown of the irrigation system, and then submit the plan to the COR one (1) week in advance of proposed shutdown for acceptance. Contractor shall coordinate with the COR the location of construction staging and material storage containers. Public access to the National Cemetery shall not be impaired. The Contractor shall assume sole responsibility for safety of all Contractor personnel on or about the construction site, in accordance with applicable laws and codes. Guard against all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and Arizona OSHA. Fence the construction area as necessary to prevent public access to the work site. The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship for a period of one year after the date of Final Acceptance by the Government. The Contractor hereby agrees to repair or replace all defects appearing in the work done under this contract to the satisfaction of the Government at no additional cost to the Government. Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Prescott National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. "Safety" shall also include the Contractor having a safety representative who maintains daily contact with the Safety Officer at PNC. Contractor shall provide training of the contractor s and subcontractor s workers to meet these requirements. Repair and replace any existing structure to existing condition when altered or damaged by the construction at no additional cost to the Government. Completion Time: Sixty days (60) calendar days from date of issuance of Notice to Proceed (NTP). (End of Work Statement)
