Description
The U.S. Navys Space and Naval Warfare Systems Center Pacific (SSC Pacific) System of Systems and Platform Integration Division, the Global Positioning System (GPS) Directorate and selected international members of the GPS Technical Working Group (TWG) consisting of Australia, Norway, Sweden, Denmark and the Netherlands have high interest in a Military Underwater Navigation System (MUNS). MUNS is envisioned to provide the capability to establish and maintain position while navigating underwater using a combination of the signals from the GPS satellite constellation (with floating antenna) and inputs from other integrated sensor assemblies. On behalf of the GPS TWG, SSC Pacific is looking for potential sources of this capability for future naval applications. Accordingly, we are attempting to determine the current and future availability of MUNS compliant systems. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This is a follow-on RFI to the SSC Pacific RFI SSC- Pacific_MKTSVY_12A07E for Military Underwater Navigation System (MUNS), dated 24 August 2016. The purpose of this RFI is to notify prospective parties of an opportunity to demonstrate their system in an operationally relevant environment scheduled for 8 23 May 2017 in Sydney, Australia. The Australian Department of Defence, a member of the GPS TWG, under its NOTICE OF DEFENCE TRIAL- JT003 FUTURE SUBMERGED PNT CAPABILITY, will be conducting a preview multinational user evaluation of a protected submerged Position, Navigation and Timing (PNT) capability with a focus on military submerged operations. This follow-on RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the GPS TWG to contract for any supply or service whatsoever. Further, neither the U.S. Government or the GPS TWG is seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government and GPS TWG will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested partys expense. All costs incurred by the participants, to include submission costs, travel costs, technology experiments, and experimentation associated costs, are the submitters responsibility. The GPS TWG will provide technical and operational assessment personnel, basic access to approved training areas and ranges to conduct experiments, basic venue infrastructure including beach access, boat ramps, frequency allocation/de- confliction services, and shore power. Selected participants must be prepared to be self-sufficient during the execution of their experiments. Participants are advised to bring all tools and equipment necessary to operate their system(s)/sub-system(s). Additional resources will be provided based on availability and resources available to the GPS TWG at the time of the exercise. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website (https://www.fbo.gov/) and the SPAWAR E- Commerce Central website at (https://e- commerce.sscno.nmci.navy.mil/). It is the responsibility of the respondents to monitor these sites for additional information pertaining to this requirement.
