- Description
- The United States Environmental Protection Agency, Region 9, 75 Hawthorne Street, San Francisco, CA 94105 intends to award a Sole Source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, to Ohio Lumex Co., Inc., 30350 Bruce Industrial Parkway, Solon, OH 44139. This requirement is for the acquisition of two mercury analyzers that are needed to fulfill an EPA mission objective to use the most reliable and accurate analytical equipment in the field as well as ensuring consistent use of similar equipment across the agency. The Emergency Response Technical Group (ERTG) is a national workgroup of EPA emergency responders responsible for evaluating and determining what type of equipment each region should utilize. The ERTG has vetted and approved the Ohio Lumex Co., Inc.'s RA-915M Mercury Analyzer. THIS IS NOT A REQUEST FOR QUOTE AND NO SOLICITATION WILL BE POSTED. EPA believes Ohio Lumex Co., Inc. is the only source that can provide the specified supplies to U.S. EPA, Region 9 as it is the manufacturer of this analyzer which the ERTG recommends for EPA's needs. This particular analyzer meets the criteria established by the ERTG including the capability to perform mercury air monitoring measurements in the 100 to 200,000 ng/m3 range. All interested parties who believe they can provide the required supplies should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement. The documentation provided must include sufficient detail to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead submits only a routine or standard letter requesting a copy of the statement of work, or provides only basic corporate information will not be considered. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Inquiries to this notice must be in writing and should be addressed to Amitkumar Raikar, Contracting Officer, via email at raikar.amitkumar@epa.gov. Telephone or fax responses will not be considered.
