Description
Table 1 draft PWS This is a REQUEST FOR INFORMATION (RFI) not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to determine if sources capable of satisfying the agency's requirements exist. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. The Government will use this information to determine the best acquisition strategy for this procurement. This notice in no way obligates the Government to any further action. This notice is issued by the National Archives and Records Administration (NARA), College Park, MD to identify sources capable of providing the following: REQUIREMENTS: NARA contemplates the award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract and is seeking sources for the continued integration and configuration of a Federal Identity, Credential, and Access Management (FICAM) and HSPD-12 compliant single sign-on (SSO) access control infrastructure for logical and physical access. This effort will include development of new FICAM compliant access infrastructure, configuration of existing integration points, developing new integrations with NARA's Physical Access Control Systems, and Operations and Maintenance (O&M) of the existing systems NARA had developed and the new systems NARA will develop under the prospective contract. The NARA network infrastructure includes an enterprise Identity Management System (IDMS) that provides a unified account management function for multiple systems. The current IDMS is based on NetIQ Identity Manager and is designed to provide authentication to eDirectory and Active Directory, and other Lightweight Directory Application Protocol (LDAP) compliant infrastructures within NARA's network environment. Therefore, the prospective contractor must be able to provide the skillsets and experience as outlined in Table 1. In response to this RFI, in addition to a capability statement, please provide a filled in version of Table 1 indicating your experience with each requirement. Currently, HSPD-12-compliant PIV cards have been issued to NARA employees, through the US Access, Managed Shared Service Offering (MSO) administered by the General Services Administration (GSA). NARA's current deployment has been integrated with the GSA MSO. The cards will be used to provide the authentication and authorization necessary to gain access to physical buildings, floors, and rooms as well as the network, applications, and other computing systems. Furthermore, NARA's current Human Resources Systems Shared Services Provider is the Human Resources Directorate of the Interior Business Center (IBC). The IDMS would need to be further integrated with that system. The prospective contractor would be tasked with all aspects of the effort including the project management, technical, functional, and quality control activities at the level needed for the successful completion of this project. The standards for these systems dictate that the prospective contractor must have specific experience and expertise in FICAM deployments within the Federal Government. SUBMISSION OF INFORMATION: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Companies may respond to this Request for Information via e-mail to Jeffrey.auser@nara.gov no later than 2/17/17 at 3:00 PM Eastern Time with the following information/documentation: 1. Name of Company, Address, and DUNS Number; 2. Point of Contact and Phone Number; 3. Business Size applicable to the NAICS Code: 8(a) Business / HUBZone Small Business/ Service-Disabled Veteran¬ Owned Small Business / Small Business / Large Business; 4. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above. The documentation shall include contracting sources and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement; 5. A detailed description of similar services delivered to the Federal Government during the past three years; and 6. Commercial market information and practices applicable to this request. 7. The attached Table 1 filled out and returned accordingly ADDITIONAL INFORMATION: SAM Interested parties should register in the System for Award Management (SAM). The SAM can be obtained by accessing the internet at www.sam.gov. Disclaimer and Important Notes: This RFI is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided. No basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. Failure to submit information in sufficient detail may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this RFI, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation. At this time no solicitation exists; therefore, do not request a copy of the solicitation. After a review of the responses received, NARA may issue a solicitation for these services. It is the potential offeror's responsibility to monitor for the release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Request for Information will not be considered adequate responses to any resultant solicitation.
