2 of 2 100% SDVOSB SET ASIDE This is a PRE-Solicitation notice that the National Cemetery Administration will be soliciting offers under Solicitation number VA786-17-Q-0213 to provide the replacement of signage at the Fort Smith National Cemetery. Sources from different states are welcome. SEE the Scope of Work and technical specifications in the Solicitation for this requirement after the solicitation is posted to Federal Business Opportunities. SUMMARY OF WORK: The Work shall include, but shall not be limited to, the following (not necessarily in the order indicated): Contractor shall remove and properly dispose of seven (7) existing aluminum frame, two-post traffic, identification, and directional signs located throughout the cemetery as indicated on project drawings. Turn over all salvaged sign panels to the Contracting Officer s Representative (COR). Remove and dispose of the existing wooden frame, two-post floral regulations sign. Demolish the existing posts and footings at least 4 inches below grade. Remove and dispose of twelve (12) existing flower vase bins located throughout the cemetery. Provide and install twelve (12) new Victor Stanley model S-424 (or approved equal) cage-type flower vase receptacles with hinged lid as shown in the Contract drawings. Install seven (7) new sets of square aluminum two-post and aluminum frame signs, one (1) of which with double-sided panel. Prior to installation, the Contractor shall verify locations and orientation of all new signage with the COR. Contractor shall not proceed until the locations and orientations of the new signage have been approved by the COR. Install new square aluminum frame, two-post floral regulation signs, with double-sided panel. Repaint eleven (11) existing aluminum frame, two-post signs, including both sides of the sign panel background. Coating shall be polyester thermoset power coating. Contractor may disassemble the frame and panel, and apply paint in the shop or field paint using ResoDyn ResoCoat TS-962 or similar field coating system. Existing posts shall be left in their footings and coated in the field. Replace lettering on seven (7) directional signs, one (1) of which with double-sided panel. Overlay seven (7) existing stop sign graphics. Contractor shall procure and install all necessary materials to provide new posts, frames, sign panels, and footings as indicated on the project drawings and specifications. B. PERIOD OF PERFORMANCE: The performance period of the contract is planned for 90 calendar days from date of award. Electronic solicitation will be available on 16 February 2016, for download, from Federal Business Opportunities (FedBizOpps) at http://www.FedBizOpps.gov. Offerors are advised that they are also responsible for obtaining and signing/dating all Amendments to the solicitation which will be available at FedBizOpps. (Solicitation posting date, to FBO, is subject to change as necessary and an Amendment to this Pre-solicitation will be posted if the date changes.) All proposals shall be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. https://www.vendorportal.ecms.va.gov. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the solicitation closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov. Submission of proposals through E-mail will NOT be accepted if Offerors do not adhere to the instructions set forth in the solicitation for any problems using Vendor Portal. Proposal transmission/uploads shall be completed by the date/time specified in the SOLICITATION. Late or incomplete proposals will not be considered. No telephone requests/questions will be accepted.
