- The Naval Air Systems Command (NAVAIR) intends to award a contract modification to BSC Systems, Inc. (BSC) for the acquisition of engineering services for the development and certification of a Harpoon II+ Munition Application Program (MAP) for the Common Munitions BIT Reprogramming Equipment (CMBRE) Plus for the United States Navy. It is anticipated that a Cost-Plus-Fixed-Fee type modification will be issued. This acquisition is being pursued on a sole source basis under the statutory 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. BSC is the only source who can perform the requirement because BSC has extensive unique and specialized corporate experience in the Independent Verification and Validation (IV&V) and Software Safety Analysis of the Harpoon launch control system software as well as deployed Harpoon Training systems. Accordingly, BSC is the only known qualified, responsible source that can fulfill the requirements specified herein. Unless otherwise stated herein, no additional written information is available. A determination by the Government not to compete this effort is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
