Description
Justification for Other than Full and Open Competition- PR0000900 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Life Technology Corporation, 3175 Staley Road, Grand Island, NY, 14072-2090, for the purpose of procuring EXOSAP-IT. The DNA Casework Unit (DCU) requires a product to prepare post-PCR products for sequencing though capillary electrophoresis with minimal manipulation, processing time, and risk of sample contamination. EXOSAP-IT is the only product that can meet this requirement and satisfies all of the requirements listed below and is only sold by Life Technologies Corporation. EXOSAP-IT was validated in 2001 and is specified for use in the mtDNA Analysis Protocol. Requirements: 1. Remove unincorporated primers and extraneous single-stranded DNA from 25 µl of PCR product. 2. Remove unincorporated dNTPs from 25 µl of PCR product. 3. 100% recovery of PCR products approximately sized at 80, 200, 400, and 1500 base pairs 4. Minimize cross-contamination and sample mix-up by not requiring a gel or column purification, sedimentation, filtration, beads, or magnetic separation. 5. Minimize cross-contamination by using a single tube format. 6. Minimize sample contamination by all components being DNA-free (sterile). 7. mtDNA sequence must be obtainable from final product on ABI Prism 3130 Genetic Analyzer/ 8. Must be compatible with florescent sequencing chemistry. 9. Only require the use of in-house, validated instrumentation, which includes thermal cycles, microcentrifuges, vortexers, vacuum concentrators, and ABI Prism 3130 Genetic Analyzer. 10. Must be compatible with Genesis Freedom 200/4/8 LIHA, ROM by TECAN. 11. Require less than 10 minutes of preparation and manipulation time. 12. Must not require the use of Tris-EDTA buffer (TE). 13. Require minimal exposure to hazardous chemicals. Based on market research, and Government end-users, it has been determined that Life Technologies Corporation is the only vendor able to provide EXOSAP-IT. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 339113 Surgical Appliance and Supplies Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
