Description
Pre-Solicitation Notice for SB1341-17-RQ-0193. Solicitation Number: SB1341-17-RQ-0193 Notice Type: Presolicitation / the notice is posted in accordance with FAR 5.2 and 36.213-2. Synopsis The solicitation will be issued as a Request for Proposal (RFP) A&E design services contract, which is 100% set aside for small business firms. In Accordance with (IAW) FAR 4.1102, System for Award Management (SAM), contractor(s) shall be registered in SAM prior to award. Offerors may obtain information on registration at https://www.sam.gov. Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with these contractors. The NAICS code is 541620 and the small business size standard is $15M. The procurement is entitled: Ground Water Study located on the National Institute of Standards and Technology Boulder, CO campus as follows: The contractor shall provide all labor, equipment, and materials to perform a hydrologic investigation on the areas to the north and east sides of the Building 1 entryway to determine the causes of the excess water in the area and recommend engineered solutions to mitigate detected problems to comply with current standards on the National Institute of Standards and Technology (NIST) site cited within the performance work statement. The work will include, but not limit to the following: • Research of available information, to include historical documentation, topology, geologic and hydrologic data for the site • Installation of monitoring devices for ground or surface water as needed • Interpretation of subsurface conditions based on research, data collected from device installation and site observations • Evaluation of existing ditches potential for leakage • Assessing potential for water loss from underground water lines, irrigation systems, sanitary and storm sewer lines. • Provide a report summarizing the analysis of collected data, conclusions drawn from same and recommendations for corrective/remedial actions to mitigate the excess water at the affected site • Provide rough order of magnitude cost estimates for the corrective/remedial actions recommended as a part of the report • Provide copies of the report in written and electronic format Work is to be completed IAW the Performance Work Statement (PWS) and contract drawings. Any amendments issued to this solicitation will only be available on the FBO website (www.fbo.gov). Offerors are advised that they are responsible for obtaining all amendments. Note: No hard copy documents will be available. All project information is available free of charge on the www.fbo.gov website. Completion time is approximately 180 calendar days after receipt of Notice to Proceed (NTP). Note: No offeror's mailing lists are maintained with the Contracting Officer. IAW FAR 36.204, Disclosure of the Magnitude of Construction Projects, the amount for this project is less than $25,000.00. Mountain Standard Time. No telephone calls will be returned. The solicitation will be issued on/about February 23, 2017. A pre-proposal meeting / walkthrough will be scheduled and listed in the solicitation. Attendance is not mandatory, but is strongly encouraged. No contract for the construction of a project shall be awarded to the firm that designed the project or its subsidiaries or affiliates, except with the approval of the head of the agency or authorized representative.
