Description
NOTICE TYPE: Solicitation Project Number: 537-16-102 Specification Number: VA69D-17-B-0324 Description: Replace Obsolete Sprinklers Devices In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, pursuant to 38 USC 8127(d), this procurement is 100% Set-Aside for Service-Disabled Veteran-Owned Small-Business, (SDVOSB) firms. The SDVOSB must be verified in http://www.vip.vetbiz.gov, to be eligible to submit a bid under this acquisition. Firms must also have current registrations with the System for Award Management (SAM) at www.sam.gov and Vets 100 at http://www.dol.gov/vets/vets-100.html to be eligible for award. The Department of Veterans Affairs (VA) Great Lakes Acquisition Center (GLAC) requires a Contractor to provide all personnel, labor, equipment, tools, materials, vehicles, supervision, management and other items and services necessary to remove and replace existing Obsolete Sprinkler Devices and Associated Fire Pumps, Pipe, Piping Components, and other Equipment at the Jesse Brown VA Medical Center (JBVA), 820 S. Damen Avenue, Chicago, Illinois, as outlined herein and as per the Project Specifications Document. Construction will take place in Buildings #1, #11, #30, #40 and #42. The Contractor shall perform to the standards of the awarded contract as outlined in the Statement of Work as well as the, and applicable Local, State and Federal laws and regulations. The anticipated contract Period of Performance shall be for one hundred ninety-seven (197) calendar days after receiving the Notice to Proceed. The North American Industry Classification Code (NAICS) for the procurement shall be 236220; The Small Business Administration (SBA) size determination for the procurement is $36.5 million; The Construction Magnitude for the procurement is between $2,000,000 and $5,000,000. NOTE: To be eligible for contract consideration offeror MUST fully complete and return the entire Solicitation document. ONLY ONE CONTRACT WILL BE AWARDED IN RESPONE TO THIS SOLICITATION. SUBMITTAL OF OFFERS: Electronic submission of proposal is not permitted; Proposal must be mailed or hand delivered to the address and addressee identified, by the due date and time outlined in the solicitation. All offers must be submitted to the attention of the Contracting Officer identified No Later Than the date/time specified. Offers for providing the services will be received at: (Contracting Officer (36C252/90C), Department of Veterans Affairs, Great Lakes Acquisition Center (NCO 12), Southern Tier Construction Team, Capt. James A. Lovell Federal Health Care Center, 3001 Green Bay Rd., Bldg. 1, Rm 329, North Chicago, IL 60064-3048 until the date and time specified. NO FAX/ FACSIMILE SUBMITTED BIDS WILL BE ACCEPTED. All transmittal envelopes or other packaging shall be clearly marked with the solicitation number, offeror s company name and return address. All offers shall be subject to all terms and conditions of this solicitation. SITE VISIT: An organized Site Visit has been scheduled for Wednesday, February 22, 2017 at 1:00 p.m., Central Standard Time (CST). Interested Offerors/Bidders will meet at the Department of Veterans Affairs, Jesse Brown VA Medical Center, 820 S. Damen Ave., Chicago, Illinois, Engineering Service Conference Room, Taylor Street Elevators, 3rd floor, Room 3295. Offerors/Bidders interested in attending the Site Visit are to contact Claude Humphrey at: claude.humphrey@va.gov for attendance confirmation. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) website, located on at www.sam.gov. It is desirable that Offerors complete their business Online Representations and Certifications Application (ORCA). Prospective Contractors shall complete electronic annual representations and certifications and shall be registered in the System for Award Management(SAM) database at http://www.sam.gov and shall be verified in the VETBIZ Registry Information Pages at http://www.vetbiz.gov/ prior to submitting an offer, and shall have completed the VETS100A report at http://www.dol.gov/vets/programs/vets-100.html (if applicable).
