Description
Region 10 Acquisition Management office located at 161 E First Avenue, Door 8, Anchorage Alaska, 99501 is posting this notice for the US Forest Service Tongass South Fixed Wing Exclusive Use Transportation Services. The proposed solicitation number for this requirement is AG-0120-S-17-0003. The intent of this solicitation is to obtain a fully-operated and fully-maintained fixed-wing aircraft for passengers and/or cargo primarily in support of Forest Service resource management activities in Southeast Alaska. Contractor services include the supply of an airplane; personnel and all other equipment, supplies and incidentals as called out in the solicitation. Designated base: KETCHIKAN, AK Period of Performance: 1 April 2017 - 31 March 2018 and two (2) one (1) year options. Mandatory Availability Period: 183 days: 1 April through 30 September of each period of performance. Minimum Aircraft Requirement: Seaplane Target Aircraft: deHavilland DHC-2 Beaver or other fixed wing aircraft with equal performance. Equal performance is defined as meeting all performance requirements in the solicitation and the capability to carry six (6) passengers and 1,100 pounds of cargo. This requirement will be set aside 100% for small business. The solicitation and resulting contract will include the clause 52.219-14 Limitations on Subcontracting. This clause requires (in part) that "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (1) Services (except construction). At least 50 percent of the cost of the contract performance incurred for personnel shall be expended for employees of the concern." This means that the Prime Contractor must be able to perform at least 50 percent of the cost of contract performance incurred for personnel with their own employees. The NAICS code for this requirement is 481211-Nonscheduled Chartered Passenger Air Transportation. The size standard to be considered a small business is 1,500 employees. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. The Forest Service anticipates release of the solicitation on 08 Feb 2017. Proposals will be due within 15 days of release of the solicitation.
