- NOTICE OF INTENT to increase TEC The United States Agency for International Development in Malawi (USAID/Malawi) intends to award a contract modification to Social Impact that currently implements the Impact Evaluation of the Early Grade Reading Activity (EGRA) in selected districts of Malawi. The proposed modification will increase the total estimated cost (TEC) of the Contract #AID-612-C-13-00001 by approximately $500,000. Under the scope expansion, the Malawi 2017 National Reading Assessment will be conducted and will be used as the basis for key baseline indicators under the USAID/ Malawi Early Grade Reading Improvement Activity (MERIT). Launching a competition at this stage of the activity would result in significant additional mobilization costs and unacceptable delays in fulfilling the Mission's targets. In addition, would likely impact the existing strong relationship with Government of Malawi Officials that are critical to activity implementation. Continuing performance with the same contractor is necessary to ensure that USAID/Malawi's education objectives are achieved and it is in the best interest of the United States Government.The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(b)(5) and may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays. The award of this contract modification is planned on or before April 30, 2017. Interested organizations may signify interest and capability to respond to the requirements no later than five (5) calendar days after issuance of this notice. This notice of intent is not a request for competitive proposals and no solicitation will be issued. A determination not to compete this proposed contract modification based on responses to this notice is solely within the discretion of the US Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for this proposed modification.
