Description
Draft Solicitation - Performance Work Statement Draft Solicitation - Model Contract This synopsis is issued in accordance with FAR Part 5.204, Presolicitation Notices. The purpose of this synopsis is to provide notice to the public prior to issuing a solicitation. Marine Corps Warfighting Lab (MCWL), Wargaming Division has a continuing requirement for non-personal services to provide a full range of engineering, analytical, technical, and business services to manage, plan, and execute wargames in support of concept and force structure development. This support encompasses the research, planning, execution, and assessment focused principally on WD's responsibilities for executing the Marine Corps Wargaming Title 10 Program, Expeditionary Warrior. "Title 10" refers to United States Code (USC), Title 10, which requires each service to train and equip its forces. As a partial fulfillment of this requirement, each service conducts an annual Title 10 Wargame. In addition to the annual Marine Corps Title 10 Wargame, WD conducts various wargames that comprise the remainder of the Marine Corps Wargaming Program. Support of the Wargaming Program may incorporate senior consultants as needed. This is a performance-based, services acquisition based on clear, performance-based requirements with required outcomes that are realistic, identifiable, and measurable and are properly planned and administered to achieve intended results. The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts. This requirement is a follow-on effort. This requirement was previously satisfied through a SeaPort Firm Fixed Price task order, N00178-04-D-4018 MU62, awarded to BAE Systems, which was issued on 19 Jun 2014. Marine Corps Systems Command (MCSC) is the USMC acquisition activity responsible for this procurement. It is expected this will be an unrestricted, full and open competition. The Government anticipates award of a single IDIQ contract as a result of this solicitation on the basis of best value with tradeoffs in accordance with FAR 15.101-1.
