- Airshow Control Point Services The following constitutes a Sources Sought Synopsis. The 104th Fighter Wing is performing market research to identify potential contractors who have the skills, experience and knowledge required to provide Control Point Services Barnes Air National Guard Base, Westfield, MA. The Federal Aviation Administration (FAA) requires a control point at each air show. The control point is a specified location where the event organizer, or a designated representative, or an air boss manages the aviation event. The control point must have a communication system with the capability necessary to control the aviation event and the invited assembly of persons. All control point requirements are similar in scope and can be obtained by a single contractor. In order to meet the control point requirement, the contractor shall provide all personnel, equipment, tools, materials, supervision, and the other items and services to provide a PA quality sound system. The contractor shall provide an air boss to assist in the production and execution of an air show schedule using time allotted for show and direct performers within the confines of the schedule. The air boss shall also assist in providing a mandatory airshow briefing to performers prior to each show. The contractor shall provide a leading announcer for all air show activities, sponsorship, and performances. The vendor must be International Council of Airshows (ICAS) certified to work with the USAF Thunderbird Demonstration Team. The air boss and announcer shall act as a liaison with the FAA representatives and emergency services personnel prior to, during and following the 2017 Westfield International Airshow and the Barnes ANG Base Open House. The contractor shall perform duties during the arrival and practice show on Friday, 11 August 2017 and during the public air show on Saturday and Sunday, 12-13 August 2017. This Sources Sought Synopsis is published to ascertain if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) code is 488119 - Other Airport Operations, which has a corresponding size standard of $32.5M. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than Monday, 13 February 2017. This notification, which shall not exceed five typewritten pages, must include a positive statement of intent to quote as a prime contractor. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information received will be considered for the purpose of determining if responsible sources exist and to assist in determining if this effort can be competitive and/or a total small business set-aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in increasing competition and small business utilization - specifically socioeconomic programs as defined by Federal Acquisition Regulation (FAR) Part 19. Responses should include small business status as related to the listed NAICS. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. The contractor is responsible to provide all personnel, services, facilities, technical expertise and materials to accomplish disassembly, test, evaluation and disposal of all residual hardware, explosives, and material. This includes execution of all associated miscellaneous tasks. No reimbursement will be made for any costs associated with providing information in response to this sources sought.
