- Description
- The Air Force Life Cycle Management Center (AFLCMC), Human Systems Division (AFLCMC/WNU), Wright-Patterson AFB, Ohio, intends to negotiate a sole source Firm-Fixed Price contract in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. This is not a request for competitive proposals and no solicitation is available. Market research has determined this requirement is available from only one responsible source without an unacceptable delay or duplication of cost. No other supplies or services will satisfy agency requirements. The Government intends to award the contract by 24 February 2017 to Exciton Inc; 400 Linden Ave Dayton, OH 45403; CAGE 9Z504. The acquisition is for ABS-530 and AF-G1 laser absorbing dye, large batch production, Intellectual Property (IP) for the Aircrew Laser Eye Protection (ALEP) Block 3 system and future Laser eye protection programs. The Full Rate Initial Production (FRIP) Quantity Synthesis Process Rights (large batch) for ABS-530 and AF-G1 is a production process sufficient to meet the dye production levels necessary to support the Laser eye protection program. Exciton is the only responsible source and no other supplies or service will satisfy agency requirements. Exciton's unique capability was developed through Laser Eye Protection (LEP) dye production contracts for the Aircrew Laser Eye Protection (ALEP) Block 2/Navy LEP programs. No other dye producer currently possesses this capability. Without the purchase of the Intellectual Property (IP) for ABS-530 and AF-G1 dyes, the government would face substantial cost/schedule burdens to produce a similar capability. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within ten (10) days of this publication by contacting Lance Sorensen via e-mail at Lance.Sorensen@us.af.mil. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
