Description: The purpose of this amendment is to: Issue SIR DTFAWA-14-R-03439 Amendment 0002 dated 26 June 2014 =============================================================== The purpose of this amendment is to: 1.) Issue SIR DTFAWA-14-R-03439 Amendment 0001 dated 16 June 2014 2.) Provide Answers to Vendor Questions =============================================================== This Screening Information Request (SIR) is issued in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.1.3.11. This is a full & open competition. Interested parties are invited to respond to this SIR. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR. Therefore, any costs associated with and submissions from an interested party will be solely at their expense. Any proprietary or confidential information submitted in response to this SIR should be appropriately marked. I. INTRODUCTION/ BACKGROUND The FAA Flight Services Program Office (FSPO) has a requirement for services to provide an integrated computer-based system, referred to as the Operational and Supportability and Implementation System II (OASIS II), for the Alaska flight service facilities that will enable flight service specialists to provide weather briefing and flight planning assistance to general aviation pilots. OASIS II is a leased system. The system will be acquired as a managed service in which the contractor owns the hardware and software and is responsible for 2nd level engineering, configuration management, depot maintenance, and 24/7 Help Desk support to FAA operators and maintainers. FAA Air Traffic personnel will operate OASIS II and FAA Technical Operations personnel will perform first-level maintenance. The FAA also tests, approves, and provides authorization for implementation of all OASIS II changes. The current OASIS contract, DTFAWA-11-C-00064, is with Harris Corporation. II. CONTRACT TYPE & PERIOD OF PERFORMANCE The FAA contemplates award of a Firm Fixed Price (FFP) contract resulting from this SIR. The total period of performance of this contract is ten (10) years and two (2) months. It includes one (1) base period of thirty-six (36) months, seven (7) twelve (12) month option periods, and one (1) two (2) month de-installation option period. The FAA intends to make one award under this solicitation. The FAA reserves the right to make no award if such action is determined to be in the FAA 冱 best interest. III. SET-ASIDE DETERMINATION & NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE This is procurement is not a small business set-aside. The Principal North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services. The size standard for this NAICS code is $14M. IV. Questions/clarifications must be identified and segregated by topic, and must make reference to the applicable SIR section or paragraph (e.g., Section H, Provision H-3, subparagraph (a)). Pertinent questions will be answered via amendment and provided to all Offerors on the Internet at www.faaco.faa.gov. The FAA will not attribute the questions to the submitting Offerors, but the text of the questions and answers may be available to the general public. All questions and clarifications relating to this SIR must be received by the Contracting Officer by June 9, 2014, at 3:00 PM EST.
