- This NOTICE OF INTENT TO AWARD A NON COMPETITVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The authority for this award is FAR 13.106-1(b), soliciting from a single source; Purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Chief Information Officer/Enterprise Infrastructure Solutions/Network Management (NM) provides support to the Office of Personnel Management (OPM) by managing and operating OPM's IT infrastructure including personal computers/ workstations, local and wide area networks and data communications, and designing, developing, and maintaining application systems in support of program offices and e-Government projects. Specifically, CIO has a requirement for DynamicPDF. OPM intends to issue a contract to CeTe Inc., 5950 Symphony Woods Road Suite 616, Columbia, MD 21044 to provide DynamicPDF software licensing and associated maintenenace support for a period of one (1) year. The OPM Personal Investigations Processing Imaging System (OPIS) seeks to procure brand name specific DynamicPDF software to aid in the Closing Consolidation project. This specific software allows OPM users to print DIF documents of priority Mail Out items in the computer room. The DIF documents are PDF documents that are generated as a function of an upstream module within the Closing Consolidation/E-delivery project managed by the OPIS team. CeTe Software is the only known authorized vendor that can provide and maintain the DynamicPDF software. The North American Industry Classification System (NAICS) Code for this requirement is 511210. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIRMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to Jessica Guadalupe, jessica.guadalupe@opm.gov, within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to CeTe Inc.
