Description
SOURCES SOUGHT This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources and their size relative to NACIS 812930. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. (DRAFT) Scope of Work General Intention: A. Scope of Work: The contractor shall provide all management, supervision, manpower, material, supplies and equipment (except as otherwise provided), and shall plan, schedule, coordinate and ensure effective performance of all services described herein. The contractor shall provide the Hospital Valet attendants in accordance with the requirements of this contract at: Michael E. DeBakey VA Medical Center (MEDVAMC) 2002 Holcombe Boulevard, Houston, Texas 77030. B. Work Requirements: Work Hours: The Contractor shall provide, manage, and maintain a uniformed Valet services. Tours of duty: Monday through Friday 7:00AM 6:30PM at the Main Valet and 9:00AM-2:00PM, excluding federal holidays. Due to special programs which sometimes coincide with some Federal Holidays, limited hour Valet service may be required. The contractor will be notified one week in advance of these special programs. The Contractor will provide experience in Hospital Valet Services, with the Contractors own Hospital experienced operational plan. Valet Services will only be available to patients and visitors, no employees, vendors or contractors. Contract Requirements: Definitions: Hospital Experience Valet Parking: Hospital Valet parking and programs associated with assisting patients and guests. Training shall include assisting veterans with wheelchairs, scooters, way finding, opening doors, traffic control, runs to retrieve vehicle, explains the valet retrieval process, provides directions, assists with personal items, loads and unloads overnight bags. The contractor shall have a text to retrieve vehicle program. All Valet attendants will have a valid Texas Driver s license and provide twice a year a Texas Department of Public Safety print out of the valid Texas Driver s license to the agency. The Contractor shall designate one employee to act in as Supervisory capacity as representative of the Contractor in handling any valet parking concerns. The name of this individual shall be furnished to the Contracting Officer at the pre-work orientation meeting. If this person is not on site, the Contractor shall designate another employee as acting during the period of absence. The Contractor shall furnish and install the following for operations: 2) Professional Kiosks (for Main Valet and Spinal Cord Area Valet) 2) Magnetic Podium sign (24 W X 24 H with custom printing) 2) Podium Cover 2) Windmaster Curb signs with Rolling base 2) Stop here sign (28 W x 44 H with Rolling base) 6) Signcade deluxe white 6) perimeter sign w/ velco arrow (28 W x 44 H with custom lettering) 2) Minicade A-frame signs (13 W x 36 H) 2) Coroplast After hours signs (12 W x 24 H) Aluminum signs (Valet Only) (number at contractors discretion) 50 or more uniforms with company and VA Logo on to include jacket, shirts and pants 60) Orange cones marked with Valet 12) Vertical Valet only cones 2) Ipad or similar for customer service training Way finding technology 7) Automated Valet handheld ticket scanners (3) part scan able claim checks Walkie Talkie s or other method to communicate to the Valet Attendants Electronic key box for storage of patron keys after hours MAIN DRIVE AREA: Based on current operations, it is estimated that the Contractor will address approximately 900-1200 cars per day in the Main Drive area. Upon return parking patrons will have an attendant deliver the car to the patron within 15 minutes from the Patron turning in or scanning their ticket. On average, the Contractor can expect to valet park between 900-1100 vehicles per non peak day and 900-1200 on peak days such as Tuesday-Thursday. There are approximately 1900-2000 appointments at the medical center on any given day, and an unknown number of these use public transportation or are dropped off by family or friends. Numerous patients come to the VA for social, volunteer or other activities. Handicap patient vehicles will have the option of valet parking or parking themselves in patient self-parking lots I or N. The Contractor shall maintain minimum $1 million liability insurance. VA shall be named as an additional insured in Contractor s policy. Education/Experience. Each contractor employee shall possess a high school diploma or equivalency, and have two (2) years of hospital valet experience demonstrating: the ability to meet and deal with the general public; the ability to read, understand and apply printed rules, detailed orders, instructions, and training materials; the ability to maintain poise and self-control under stress, must have strong customer service skills the ability to construct and write clear, concise, accurate and detailed reports. (b) Age. All contractor employees performing work under this contract shall be a minimum of eighteen (18) years of age or as required by local laws. (c) Each contractor employee shall have a valid Texas State Driver s License. All interested firms shall provide the following information: company name, address, point of contact, phone number, email address, capability statement, business size, DUNS and GSA contract (if any) pursuant to the NAICS code 812930. Responses to this notice shall be e-mailed to Darnell.Rias@va.gov. Telephone responses will not be accepted. Responses shall be received in writing no later than Wednesday, February 8, 2017 at 10a.m. CST. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this announcement. Responses are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
