- Base Operations Maintenance Services performance Work Statement Dated 21 May 2015 Base Operations Maintenance Services Request for Information In accordance with Federal Acquisition Regulation (FAR) clause 52.215-3, Request for Information or Solicitation for Planning Purposes, this Sources Sought Notice is a Request for Information for the purpose of conducting market research to provide data for planning purposes only. This Sources Sought Notice shall not be construed as a solicitation or an obligation on part of Joint Base McGuire-Dix-Lakehurst, New Jersey (JB MDL). The government intends to solicit and negotiate a sole source, firm-fixed price contract, under the authority of FAR 8.603(b)(1), AbilityOne participating nonprofit agencies, for Base Operations Maintenance Services on JB MDL. It is envisioned that the contractor will provide all personnel, supervision, and services necessary to perform Base Operations Maintenance Services in accordance with the attached DRAFT Performance Work Statement (PWS), dated 21 May 2015. This notice is intended strictly for market research as a request for industry comment on the DRAFT PWS to assist in its development relative to the North American Industry Classification Code 561210. Responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Vendors are reminded that only Contracting Officers are authorized to commit the government to the obligation of funds. At this time no solicitation exists, therefore do not request a copy of the solicitation. Please submit responses to Petty Michael at michael.petty.5@us.af.mil. Responses are to be submitted no later than 7 February 2017 at 12:00 pm (Eastern). Participating vendors shall furnish the following minimum information 1. Any comments to the attached DRAFT PWS: a. Please note any major differences in the government's requirement and similar requirements in the commercial marketplace b. Please identify any portions of the DRAFT PWS that, as written, are too restrictive or prohibit the flexibility to perform according to your established practices and why c. Identify any particular requirement that will drive up costs and/or risks to performance in meeting our mission d. Do the references, instructions and other publications conflict with established commercial practices? Provide any comments you may have as to standard commercial practices for procuring similar services in the commercial marketplace DISCLAIMER: This notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this notice that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Vendors will not be compensated for any costs incurred as a result of responding to this request for industry comment.
