- This document outlines the Request for Quotation details including: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13. The National Institute of Standards and Technology (NIST) is issuing a brand name Request for Quotations (RFQ) for 7,400 Hitachi-ID Password Manager Software Licenses. All offerors must be authorized resellers/business partners of Hitachi ID Systems Inc. in order to be considered for award. NIST currently utilizes Hitachi ID Password licenses as they are a critical element of NIST's Office of Information Systems Management's (OISM) Directory Services. Furthermore, this is the primary software for OISM's Enterprise Password Service. Use of any other brand of password manager software would interrupt work, risk the integrity of NIST's security and cause the Government to incur undue additional costs. NIST would have to: 1. Re-purchase start up licenses. 2. Train personnel on the new product. 3. Implement supporting infrastructure for the new product. Also, the existing data may not conform to the new product, causing NIST to duplicate efforts in re-entering data leading to unnecessary additional costs and effort. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 - Information Technology Value Added Resellers with a small business size standard of 150 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. This acquisition is 100% set aside for small businesses.
