Description
This is a sources sought for MATOC Construction Less Thank $50K. THIS IS A SOURCES SOUGHT NOTICE ONLY, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND NO COBTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. THERE IS NO SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE AT THIS TIME. The intent of this notice is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Economically Disadvantaged Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. This Sources Sought Synopsis is one facet in the Governments overall market research in regards to whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). The following sources sought is to assist the Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD 20899 in the market research in determining available sources for small construction services on the NIST Gaithersburg campus for an upcoming Multiple Award Task Order Contract (MATOC) at NIST Gaithersburg, MD. Solicitation Title: Sources Sought for Multiple Award IDIQ Contract (MATOC) for Small Construction Tasks. North American Industry Classification System (NAICS) Code: 236220 with a Size Standard of $36.5 Million. Currently, the magnitude of the requirements (task orders) anticipated is between $2K (minimum order) and $50K (maximum order). In a thirty-day period, the maximum awarded task orders in that thirty-day period would not exceed $250K in value. Each task order would be competed among awarded IDIQ awardees. Currently, the anticipated period of performance is one base year with four one-year options. The maximum IDIQ contract value over the life of the contract is $9.8M. The purpose of this announcement is to gain knowledge of and determine the availability of potential Business sources and their size classifications relative to the NAICS code of 236220, Commercial and Institutional Building Construction. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible and/or appropriate. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by NIST. Interested parties who believe they meet the requirements are invited to submit in writing their interest and capabilities for the work described herein. This scope of this requirement includes performing general construction task job orders on the NIST campus in Gaithersburg, Maryland. The job orders will vary from small general construction tasks in laboratory and administrative facilities and space for renovating, retrofitting or installing mechanical, plumbing, electrical, or other systems that are used in research laboratory and administrative spaces. Work that is specifically excluded from the contract resulting from this Statement of Work and thus deemed outside the scope of the contract includes: work which requires the contractor to prepare construction documents; Architectural and Engineering (A/E) services, multiple-phased projects, new construction or new additions to an existing facility. Interested, capable vendors/parties shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: (a) Examples of vendor's ability to perform small construction task orders for the value of $2K to $50K. Provide at least four examples of completed contracts/task orders in the past 36 months that are within this task order range of $2K to $50K. (b) Name of Vendor-include a contact person's name, telephone number, and email address; (c) Vendor Address; (d) Vendor Size (refer to Small Business Administration Size Standards); (e) Identify standard commercial terms and conditions typically associated with these services; (f) Identify EMR (Experience Modification Rating) of the firm to demonstrate it is less than 1.0. If the firm does not have an EMR, provide a letter from the firm's insurer. (g) Indicate if the firm has bonding capacity up to $250K Examples of work: a. Interior Painting (including surface preparation) b. Carpeting (Using Carpet Tiles and Roll Goods) c. Floor Tile Removal (Asbestos Abatement not Required) d. Wall Panel Removal or Installation (Panel Provided as Government Furnished Material) e. Soundproof Panel Installation on Metal Panel or Dry Wall f. Light Fixture Removal g. Wiring to Support and Light Fixture Installation in Suspended Ceiling (Includes Fixture, Bulbs and Installation.) h. Suspended Ceiling Removal and Installation i. Light Fixture Installation Without Suspended Ceiling (Using LED Fixture. Price Includes Fixture, Bulbs, Materials, and Installation.) j. Vinyl Floor Tile Installation and one piece flooring installation k. Conduit/Raceway Installation Mounted on Metal or Wall l. Conduit/Raceway Installation Mounted on Dry Wall m. Standard Wall-Mounted Light Switch Installation (277 volts) Utilizing Existing Wiring in Metal Wall (Includes various gang Switches and Installation) n. Standard Electrical Wire Installation in Existing Conduit/Raceway in Metal or Dry Wall o. Standard (120 volts) Wall-Mounted Electrical Outlet (various sizes) Installation in Metal or Dry Wall (Includes Switch and Installation) p. Installation of Wall-Mounted Video Displays in various sizes including Fixed Mounting Fixture and Installation in Dry Wall or Metal Wall with or without with Sound Proof Insulation (Video Display Provided as GFM) q. Standard (120 volts) Floor-Mounted Electrical Outlet Installation (various sizes) Utilizing Existing Wiring in Metal or Dry Wall (Includes Outlet and Installation) r. Installation of Standard Door in Metal or Dry Wall Panel (Door and Frame Provided or Not Provided as GFM) s. Removal of Standard Door in Dry or Metal Wall Panel (All Doors and Frames Removed Shall be Returned to NIST in Reusable Condition) t. Install Dry-Erase Board on Metal Panel Wall in various sizes (Installation Only - Board Provided as Government Furnished Material) u. Computer Keyboard Tray Installation v. Fume hood removals and installations w. Copper, pipe iron pipe, and fitting installations to include sinks and associated piping devices (faucets, regulators, and etc). x. Duct work changes and new installations y. Piping and duct insulating The total number of pages to reply to this source sought shall not exceed 10 pages single-sided.
