- 1. Arnold Engineering Development Complex (AEDC) is seeking information on an interested contractor's ability to propose against the attached Statement of Work (SOW) and whether additional detail or clarification is required in the specifications to enable a suitable proposal. 2. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 3. Background: a. Location: AEDC - Arnold Engineering Development Complex, Arnold AFB, Tennessee 37389 b. Purpose/Description of Requirement: See Attachment #1 for the Draft Specification for "Demineralized Water Shell-and-tube Heat Exchangers" c. Response Due Date: 13 February 2017 4. Responders to this RFI are encouraged to comment on any of the proposed specifications and to express interest in this proposed acquisition by submitting the following information: a. Verify ability to provide equipment as specified. In particular, willingness to bid on equipment based on the approach of a specified performance and space envelope. b. Identify any specific items in the specification that you feel are technically ill advised or that would prevent your organization from submitting a proposal (i.e. TEMA Type, TEMA Design Code, performance limitations, etc). c. What is vendors recommendation for specifying passive cathodic protection features? Is the specification wording adequate? d. Does your organization have typical/reasonable allowable nozzle loads to propose that would be suitable for inclusion in the technical specification? e. Recommended progress payment schedule. Note that the Government is willing to provide payment for completion of design and submittal of design documentation, but cannot provide payment for contract award prior to work being performed. f. Any comments or suggested changes to the technical specification? g. Does your organization feel there is a need for an industry day to visit the site and discuss the project, ask questions, etc. Note that the building that will house the equipment has not yet been erected. 5. Additionally, please include the following administrative information: a. Organization name, address, principal work activity, primary point of contact and business size. b. Does the business qualify as one of the following business types for the purpose of government contracts: small, minority owned, or disabled veteran owned. c. A statement regarding any proprietary information included in the response to this RFI and any limitations on the release of this information to AEDC support contractors. 6.
