- Valarie Labat Department of Veteran Affairs 1555 Poydras St, Suite 1895 New Orleans, LA 70112 Subject- Notice of Intent to Sole Source in Accordance with Federal Acquisition Regulation (FAR) 13.106(b)(1) "Soliciting from a single source." Solicitation Number: VA256-17-Q-0177 Closing response date 13 February 2017 This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 -Synopses of Proposed Contract Actions. Department of Veteran Affairs Southeast Louisiana Veterans Healthcare System (SLVHCS) - intends to issue a Firm-Fixed Price contract to Sword and Shield Enterprise Security, Inc. 1431 CenterPoint Blvd Suite 150, Knoxville, TN 37932-1984 CONTRACTOR SHALL PROVIDE: Servers to host infection surveillance software. Infection surveillance software, including interfaces for A/D/T, lab/microbiology, surgery, pharmacy, radiology, and BCMA. Installation, testing, and validation of software and interfaces. Project management, mentoring, and training. Support and maintenance with 24x7 monitoring support. Option for up to four years of licenses, support, and maintenance, to be determined annually. SURVEILLANCE SOFTWARE CAPABILITIES: Surveillance software must identify and confirm valid healthcare-associated infections (HAIs) in real time. Surveillance software must identify trends in infections including organism resistance and infections by location and source. Surveillance software must facilitate clinical interventions by pharmacy and other hospital staff. Surveillance software must be able to generate customizable and exportable reports to aid in compliance with Joint Commission and VHA standards. Surveillance software must allow customizable workflows for different users and use cases. Surveillance software must generate patient lists based on priorities such as lab results, anticoagulation status, and individual drug usage. Surveillance software must be able to generate antibiograms. Surveillance software must track days of therapy and identify potentially inappropriate antibiotic therapies (e.g. bug-drug mismatch). Surveillance software must automate reporting to state and federal entities. Surveillance software must be able to generate estimated cost-savings and cost-avoidance through documented interventions. Duration of the contract Base with four one year option periods estimated to be sixty months. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 511210, "Software Publishers. The size standard as defined by the U.S. Small Business Administration is $38.5M. All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
