FY17 Okinawa Construction Market Survey SPECIAL ANNOUNCEMENT Responses to this announcement are intended for LOCAL SOURCES only. Local sources are those sources physically located and licensed to conduct business in Japan. The purpose of this special announcement is to gain knowledge of the interest, capabilities, and qualifications of various local sources for NAICS 236220, Commercial and Institutional Building Construction. The U.S. Army Corps of Engineers (USACE) Japan Engineer District (JED) would like to announce an opportunity for firms to SUBMIT A MARKET SURVEY QUESTIONNAIRE. This will assist the District in understanding possible challenges in acquiring subcontractors, specific skilled trades or disciplines, and bonding, in the construction marketplace in Okinawa, Japan. Please base your response to the projects listed below. This is a unique opportunity for contractors to provide feedback with difficulties and challenges in submitting proposals for possible upcoming solicitations in the Okinawa region. The information firms submit may be used by the Government to evaluate acquisition strategies and approaches. This is a SPECIAL ANNOUNCEMENT for a market survey to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SPECIAL ANNOUNCMENT. No reimbursement will be made for any costs associated with providing information in response to this special announcement or any follow up information requests. Respondents will not be notified of the results of the evaluation. General project description information is provided for information purposes only. The Government is under no obligation to issue any solicitations for any of these projects. A separate synopsis will be issued for each individual project. (1) Project Name: Install Single Point Mooring (SPM) System, Defense Fuel Support Point (DFSP) Estimated Price Range: ¥1,000,000,000 - ¥2,500,000,000 Physical Characteristics: This project will provide a new Single Point Mooring (SPM) buoy that will receive fuel from offshore fuel tanker ships. A companion Japanese Facility Improvement Project (JFIP) AR-112 will install the undersea pipeline, Pipeline End Manifold (PLEM), six SPM buoy anchors, six SPM buoy anchor chains, and underwater hoses used to connect the PLEM to the underside of the SPM buoy product swivel. This project will provide two hawsers and other associated equipment required to moor offshore tanker ships to the SPM buoy and two floating hose strings and other equipment required to connect between the top side of the SPM buoy product swivel and the offloading connects of offshore fuel tanker ships. The SPM buoy will be designed to be used with a six Catenary Anchor Leg Mooring (CALM) chain configuration. Six CALM anchor chain shot weights will be supplied by this project for use with the SPM buoy. The shot weights will include all equipment and components required to be installed in the CALM anchor chains supplied by the JEIP AR-112 project. The shot weights will provide the SPM buoy installed at the new location with the required ballast for the new location. Projected Solicitation Issue Date: July 2017 (2) Project Name: NAAF LXEZ17-5444 Construction PF Chang's, Kadena Air Base Estimated Price Range: ¥5,000,000 - ¥10,000,000 30 Physical Characteristics: Construct a 622 square meter PF Chang's Restaurant with a 103 square meter enclosed patio section. Restaurant to be constructed to P.F. Chang's franchise specifications. The restaurant will include construction of a new kitchen, prep-area, full bar, dining area, dishwashing area, walk-in cooler space, receiving area, dry storage area, liquor storage area, administrative space, men and women toilets, family toilet, and host area. Supporting facilities include additional parking spaces, site improvements, and all appurtenances for a complete and usable restaurant. Projected Solicitation Issue Date: June 2017 (3) Project Name: DoDDS PA00032 Replace Kadena Elementary School, Kadena AB Estimated Price Range: ¥2,500,000,000 - ¥10,000,000,000 Physical Characteristics: Construct a new 140,542 SF Elementary School (ES) to serve 806 students, grades Pre-K through 5th Grade. This school will replace the existing school, Kadena Elementary School. The interior spaces include: Neighborhoods, Pre-K/SureStart studios, kindergarten studios, common areas, Host Nation classroom, special education areas, art classroom, music room, flex labs, gymnasium, assembly area with stage, full service kitchen, specialists' rooms, information center, and supply/storage rooms and other required areas for a fully functioning ES per 21st Century Design criteria. The work includes the demolition of the existing school and site improvements. Projected Solicitation Issue Date: June 2017 Firms are requested to complete the attached questionnaire in Microsoft Excel format in response to this special announcement.
