Description
This Sources Sought is provided as an update to, and supersedes, the previous APL(S) Special Notice issued in October 2016 and subsequently modified in November 2016 and December 2016. APL(S) barracks craft will provide berthing and messing facilities for sailors while their ships are in port for availabilities and Inter-Deployment Training Cycles (IDTC). APL(S) will support up to an aircraft carrier (CVN) size ship with berthing for approximately 600 personnel and messing for approximately 1,100 personnel. APL(S) will be a non-self-propelled craft designed to be towed to bases or shipyards where ship availabilities are being conducted. Facilities on-board the APL(S) will include classrooms, conference rooms, administrative offices, disbursing office, galley, mess, scullery, post office, convenience store, barbershop, entertainment room, lounges, laundry facilities, physical fitness center, chaplain's office, medical complex, quarterdeck, equipment/machinery rooms, and various storerooms. APL(S) is designated as an ACAT IVM program. The Navy plans to release an RFP for one APL(S) barracks craft, with options for five additional craft, and an option for data rights and a production level data package in early 3rd quarter of FY17. After contract award, the Government will conduct a series of Design Reviews and a Production Readiness Review with the builder prior to the start of Initial Production, and will conduct Interim Progress Reviews after the start of construction. In addition to the delivery of the boat, the successful bidder will provide engineering and design services, crew familiarization training, an initial spares package, technical documentation, configuration management and post-delivery test and logistics support. II. PURPOSE The purpose of this notice is to consolidate all previously released information and provide additional information related to the APL(S) program. This notice does not constitute a commitment by the Government to issue an RFP, contract, or order. The Navy will not assume liability for costs incurred for travel expenses or marketing efforts; therefore, any cost of response to this notice is not considered an allowable direct charge to the Government.
