Description
SYNOPSIS The purpose of this notice is to synopsize the Heavy Lift 8 (HL8) requirement in accordance with Federal Acquisition Regulation 5.207. Army Contracting Command - Rock Island (ACC-RI) intends to issue a solicitation for line haul, heavy lift, and personnel transportation services throughout the U.S. Central Command (CENTCOM) area of responsibility (AOR) in support of the 1st Sustainment Command (Theater) (TSC). It is estimated that solicitation W52P1J-16-R-0027 will be issued on or about 15 February 2017. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. ACC-RI intends to conduct a full and open, best value lowest price technically acceptable (LPTA) (including past performance) competition to award a Firm Fixed Price (FFP), Indefinite-Delivery-Indefinite-Quantity (IDIQ), Multiple Award Task Order Contract. The Period of Performance (PoP) is anticipated to be five one-year evaluated ordering periods. The PoP will also include a six-month evaluated ordering period under clause 52.217-8, Option to Extend Services. Additionally, FAR 52.237-3, Continuity of Services, will be included in the contract. The successful Offeror(s) for this acquisition will be required to support the 1st TSC with commercial provided services that include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift, and personnel transportation services as defined in the HL8 Performance Work Statement (PWS). The Contractors will provide commercial line haul transportation for the movement of equipment, cargo and personnel within the CENTCOM AOR. All vehicles, associated equipment and services provided shall be safely operated; shall meet the intended functions and operations of like new conditions; and be maintained in accordance with the PWS, the contract, local laws, and regulations. Trained, qualified, and properly licensed operators should be able to operate vehicles and equipment; properly secure loads per Army standards to quickly and safely transport loads as directed by the U.S. Government; recover disabled equipment and cargo; and repair/replace disabled equipment. A sources sought was issued to gauge the interest level of industry in fulfilling the requirements for HL8. The Sources Sought announcement was posted to www.fbo.gov on 02 November 2015 for a statement of interest and capabilities brief. A draft PWS was posted to www.fbo.gov on 02 November 2015, along with the Sources Sought notice, to industry in order for potential Contractors to become familiar with the scope, complexity, and nature of the requirements prior to the site visit. A site visit will not be held for this solicitation. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government of an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This synopsis does not constitute a commitment on the part of the Government to award a contract, nor to pay for any costs incurred as a result of this notice.
