- This is a Sources Sought announcement for market survey purposes only. This is NOT a solicitation for proposals and no contract shall be awarded from this announcement. Synopsis: The U.S. Army Utility Helicopters Project Office (UHPO) is seeking potential sources that currently possess the expertise, capabilities, and experience to provide technical support for both the Basic Medical Interior (BMI) and the Interim MEDEVAC Mission Support System (IMMSS) that are widely fielded in the current Army production helicopter model HH-60M and the older UH-60A/L Blackhawks respectively or to identify potential alternatives to the Original Equipment Manufacturer (OEM) technical product support for the UH/HH-60A/L/M Blackhawk helicopters. This Sources Sought is part of a continuous Market Research process for obtaining the most current OEM data available in industry. Background: The current OEM is the original design for the UH/HH-60A/L/M Blackhawk helicopter that is currently fielded. The U.S. Army Utility Helicopters Project Office (UHPO) continues to improve current MEDEVAC platforms by working closely with the end-user and industry to improve all aspects of the fielded platforms. This requires close engagement with the industrial and end-user community to better understand all technical specifications including logistical maintenance procedures, useful life span, and repair procedures as it relates to the OEM product and components. The USG currently sustains both the Basic Medical Interior (BMI) and the Interim MEDEVAC Mission Support System (IMMSS) through competitive contracts from multiple contractors both Government and commercial. Submission Instructions: Submissions from industry should include OEM product design, logistical and maintenance concepts that would improve the current OEM platform and provide a cost effective strategy to continually improve repair and overhaul capabilities. These concepts should include but not limited to: • Key design characteristics that will provide enhanced reliability • Government purpose rights to a level 3 technical data package • Organic Depot Repair capability • Level of Repair Analysis for primary failure modes. • Storage and Transportation requirements/limitations Any interested party shall provide written response NLT 14 days from the date of Sources Sought posting. The written response shall be limited to 5 pages and shall include the following information: (1) Offeror's names, address, point of contact, phone number, and e-mail address. (2) Offeror's Business Type and Business Size (whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a), large business, or small business). (3) Current Market Pricing which meets the definition IAW FAR 2.101. (4) Description of proposed product to include estimated weight, timeframe availability, diagrams/sketches/drawings/schematics, and existing product qualifications/certifications. All responses shall be submitted to: ATTN: Kayla James, Contract Specialist AMCOM Contracting Command Base Operations and Services Directorate Non-Garrison Division Note: The information provided in this Sources Sought is subject to change and in no way binds the Government.
