Description
PRE-SOLICITATION NOTICE CONUS C-130J/LM-100J Aircrew Simulator Training The Air Force Installation Contracting Agency (AFICA), 338th Specialized Contracting Squadron (SCONS)/PKB, JBSA-Randolph TX intends to negotiate a sole source non-commercial, 5 year (CY18 - CY22) Indefinite Delivery Indefinite Quantity contract with Lockheed Martin, the only provider able to provide simulators with six degrees of freedom (Yaw, Pitch, Heave, Thrust, Roll and Sway) that are not Department of Defense or Foreign owned. This proposed contract action is pursuant to the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Pursuant to FAR 5.207(c)(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The proposed procurement is for a Foreign Military Sales (FMS) requirement to provide Continental United States (CONUS) C-130J/LM-100J Aircrew Training in support of multiple foreign countries. (Note: The description herein is a summary of the required services and is not intended to be all-inclusive.) Services to be performed are CONUS training services at Contractor-provided training locations, consisting of commercial off the shelf (COTS) classroom and hands-on training to provide the necessary skills to independently operate and maintain C-130J and commercial variant (LM-100J) systems, subsystems, and related support equipment. Training shall provide students a thorough understanding of their specialty requirement so they can perform all tasks identified in applicable technical data with minimal supervision. Aircrew training objectives are to train aircrew members transitioning to the C-130J and commercial variant (LM-100J) aircraft, provide initial/refresher/upgrade training to experienced aircrews, and to provide initial training to cadets. This includes ground school, flight simulator instruction and teaching students the capabilities to instruct others in this ground school and flight simulator. Contractor must have the capability to support multiple training requirements simultaneously. Academic training may consist of lecture/discussion sessions and laboratory exercises. Testing procedures must be in place and documentation will be required to verify the student has gained knowledge and skills taught. Structured On-The-Job Training (SOJT) shall be conducted in the appropriate laboratory, shop or flight line environment and shall include demonstration and application of academic studies. The contractor's unique qualification or nature of the acquisition requires the use of the authority cited for the following reasons: All other C-130 training is provided on simulators owned by the Department of Defense and operated by Link and Lockheed Martin for the US Air Force and Marine Corp active duty training and research. These simulators are not available to support Foreign Military Students (FMS). All remaining simulators, which would fulfill this requirement, are owned by foreign countries and would not meet or be suitable for FMS customers. The simulators owned and operated by Lockheed Martin are the only level "D" simulators available in the United States that are available to support this requirement. Lockheed Martin has developed the training courses, manuals, handouts and cockpit mock-up panels that can be individually tailored for Foreign Military Sales customers. Additionally, Lockheed Martin has held all technical data for the C-130J/LM-100J as proprietary. Therefore, another contractor would incur prohibitively significant costs to obtain proprietary rights to redevelop courses and training materials and would not be able to provide simulator capability necessary for this training effort. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is not a RFP. It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611512 (Flight training Schools, with a size standard of $27.5M Current System for Award Management (SAM) registration is mandatory (www.sam.gov). The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar efforts to meet the program objectives. At a minimum, the following information is requested: (1) Company name, CAGE Code and DUNS number, address, point of contact (POC), POC current telephone number and current email address; (2) Approximate annual gross revenue; (3) Small business status (8(a), HUBZone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your role will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) A brief summary of your company's experience; (9) Indicate whether or not your company would be likely to submit a proposal if a formal solicitation is forthcoming; (10) Indicate which North American Industry Classification System (NAICS) code(s) your company usually performs under for Government contracts; (11) Request large and small businesses provide a reasonable expectation for small business utilization as a percent of a total contract value. Please provide supporting rationale for the recommended percentage. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice. In order for the Government to make an SBSA determination, it is requested that small business concerns provide sufficient written information supporting their capability to perform the requirement listed above.
