Amendment Three (03) done to Request for Proposal No. A17PS00286 as follows: 1. To include the Questions Asked and the Governments Responses: Questioned Asked: We have another couple questions regarding the NPL Vegetation Survey Solicitation: The transect survey form spreadsheet does not have site IDs. It is not possible to tell which rows belong to which sites and how many sites have been entered. In addition, the site physical inventory summary spreadsheet site IDs do not match the site IDs on the datasheet PDFs. Neither does the column of row numbers ( ¿No ¿). For example, the datasheet PDFs start with site 206, but the site IDs on the site summary spreadsheet start at 252. There is a number 206 in the No column, but the information on No 206 does not match that in the PDFs (e.g., different range unit, surveyor, lat./long.). We tried to match up the lat./long. between the two spreadsheets. This did not work. Not all the information on the datasheet PDFs is included in the transect survey form spreadsheet. There is no ESD column, ground covers, etc. Does this information exist in a digitized form? If not, it will all have to be entered by hand (2,941 pages of datasheets). Similarly, if there is no way to match up the site ID with the survey form spreadsheet, that will need to be entered from scratch. Should we plan on conducting data entry or is that data entered correctly already? Governments Response: Challenges: In 2016, the BIA Navajo Region contracted a comprehensive vegetation study on NP L, Precinct 2, including a final report containing carrying capacity and stocking rates of range units derived from vegetation clippings, research of climatic factors, and ecological site evaluations of 558 transects. However, the contractor did not meet the requirements of the contract and the contract ended without a final report. The remnants of this effort, consisting of actual vegetation clippings, marked or unmarked to identify transect, a site physical inventory summary spreadsheet, and a transect survey form spreadsheet, are made available to an offeror for evaluation of useability to meet the requirements of the scope of work in this solicitation. The offeror will be expected to provide a proposal based on the usability of this remnant information and approaches/methods to be best implemented in order to produce the project deliverables. The questions cannot be answered by BIA Navajo Region as the solicitation is offered to assist the agency in establishing these answers but to also achieve the expected outcomes - the final report as described. ALL OTHER TERMS AND CONDITIONS REMAINS THE SAME IN FULL FORCE AND EFFECT.
