In accordance with Federal Acquisition Regulations Part 10, the following Notice is issued solely for Market Research purposes. It does not constitute a Request for Proposal or a commitment to issue a Request for Proposal by the U.S. Census Bureau. The Census Bureau is not requesting or accepting offers at this time. Information received in response to this notice will not be evaluated or considered by the Government as an offer. The Census Bureau is not responsible for any administrative cost incurred by respondents for answering to this announcement. REQUEST FOR ACQUIRING AND MANAGING AN ENTERPRISE MONITORING SOLUTION. THIS IS A REQUEST FOR INFORMATION (RFI) BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. Background: The United States Census Bureau (USCB) has an enterprise F5 BIG-IP platform, which supports over 1000 critical applications, both internally and publicly facing. The F5 BIG-IP product suite is a system of application delivery services that includes Local Traffic Manager (LTM), Application Security Manager (ASM), Advance Firewall Manager (AFM), Application Policy Manager (APM) and Secure Web Gateway Services. The Telecommunication Office (TCO) supports the F5 BIG-IP and mostly uses LTM and ASM platforms. As the F5 BIG-IP demands continue to increase, it has become essential to have an enterprise monitoring solution in place. Description of need: The United States Census Bureau is in need of an enterprise application monitoring solution for the F5 BIG-IP platform that can help TCO be more proactive in identifying issues that are impacting critical applications. Objectives: Below are the basic requirements The United States Census Bureau is seeking to properly administer, alert and report on for the enterprise application monitoring solution. • Custom alerts including emergency notifications • Historical & current statistics o Uptime, available nodes, current connection • Generate/export reports o High level reports for executive management • Supports application performance analysis • Relatively useful to assist in troubleshooting software, websites and platforms • Configuration archive & restoration of software, platforms and equipment • Advanced module support o ASM, AFM, APM • SSL certificate management, reporting and alerting o Will it alert on expired certificates? • Multiple views for application to server relationships, dashboards, and activity o Object & relationship mapping o Visual representations • Supports customization and scripting This RFI is issued solely for informational, market research, and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, USCB is not seeking proposals at this time and will not accept unsolicited proposals. All costs associated with responding to this RFI will be solely at the responding party's expense. USCB is not liable for any costs (direct or indirect) associated with the preparation, submissions or responses to the market survey or any costs associated with USCB use of the information. Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any are issued. Responses to this notice are not offers and cannot be accepted by the United States Government to form a binding contract. Your response to this RFI will be treated as information only and shall not be used as a proposal. It is the responsibility of the interested parties to monitor www.fbo.gov for additional information pertaining to this RFI. Requested Information Interested contractors should provide the following information: 1. Company Overview: a. A brief description of your company. b. Socio-economic status, business size, and size standard/applicable North American Industry Classification System (NAICS) codes. c. Dun & Bradstreet (DUNS) number. d. Website address. e. Government and commercial clients. Please include the scale of these contracts by dollar value, full time equivalent employees (FTEs), or number of annual contacts. 2. Company Capabilities: a. Can your product perform the above listed requirements? If yes, please explain how. b. How long has this product been on the market and is there an updated version that will soon be released? c. Are you a third party vendor or the developer? 3. The United States Census Bureau is seeking potential solutions that are in line with industry standards and commercial best practices that can be implemented at the Census Bureau. Responses to this RFI must address the following question: a. What existing contract vehicle(s) does your company currently have that are available to The United States Census Bureau and can meet the stated objectives in this RFI? (I.e.) is your product available via GSA etc.) Additional questions needed to obtain the requested information: 1. Is your product an appliance or Virtual Machine? a. What are the monitoring limitations? 2. Does your product provide Internet Protocol Volume 6 (IPv6)? 3. Does your product have other capabilities other than those listed above? If yes, please list those capabilities.
