Description
This is a Request for Information for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS. INFORMATION RECEIVED WILL BE USED FOR MARKET RESEARCH PURPOSES ONLY. After the results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. The National Institute of Standards and Technology (NIST) Microbial Metrology Group is working to provide robust protocols and reference materials that will help to establish confidence in measurements of complex microbial systems and enable improved predictability and scalability in the engineering of biological systems. Over the past decade, synthetic biology, which is the design and construction of biological parts to manipulate and control the function of biological systems towards specific goals, has emerged as an exciting and dynamic field. With new scientific and regulatory opportunities emerging within synthetic biology, NIST has taken a proactive role to be leaders within the field. Towards this aim, the Microbial Metrology Group has been working on developing methods for characterizing the performance of genetic constructs and engineered microbial strains. NIST is currently seeking a microwell-plate-based automated liquid handling, microbial culture, and analysis system capable of: cell (bacteria) growth (with shaking and OD measurement), cell labeling and fluorescence measurements, DNA prep (from bacteria) for sequencing using a NIST owned Illumina MiSeq, mRNA extraction, centrifugation (refrigerated) for cell pelleting, electroporation/transformation, plasmid purification/preparation, vacuum filter/wash, plating/streaking on agar, and colony picking. A draft requirements document has been included as part of this RFI. The requirements are subject to change based on feedback from this RFI or as NIST sees fit. NIST is seeking feedback from vendors in order to help refine its requirements and acquisition strategy, as well as identify any potentially capable sources. The vendor may comment on any aspect they deem appropriate. The following information is requested to be provided as part of the response to this RFI notice. Vendors are encouraged, but not required, to address each of the following items. NIST will still consider responses which do not address all items below. Requested Submission Items: 1.Comment on the capabilities for future expansion and/or modification of the system, and discuss relevant software rights. 2.To what extent is the system software open source, or otherwise accessible to the owner of the system/NIST for custom or 3rd party instrumentation and driver development? 3.Comment on compliance with SiLA (Standardization in Lab Automation) or other software, interface, or hardware standards. 4.Discuss terms of warranty; and availability and cost of service contracts. 5.Discuss availability of training for the instrument. 6.Indicate number of days after receipt of order that is typical for delivery of system. 7.Describe procedures for consulting with customer/NIST and informing customer/NIST of progress after purchase/award has been made. 8.Describe procedures for system installation. 9.Is installation typically included with the price of a system, or added as a separate line item on a purchase order/quote? 10.Describe procedures for testing and evaluation of the system as it is being built, and after it has been installed. 11.Discuss terms of software updates and technical support included with purchase of the system. 12.Indicate whether an appropriate computer is typically included with the purchase of a system and the operating system, memory and processor requirements and any second-party software (e.g. Windows, Java) required for the full functioning of the system to be purchased. 13.Indicate any hardware or facilities needed or recommended for use with the system (i.e. 220V dual phase, pressurized air/nitrogen, vacuum source). 14.Indicate whether business holds an active registration status in the System for Award Management (SAM) and provide DUNS number of business. 15.Indicate payment terms of the business. Include any additional relevant information that is not listed above which the Government should consider in finalizing its market research. 16.In your response please also include any unique capabilities or features of the system for engineering, growth, and measurement of microbial strains that you deem appropriate.
