Description

The Naval Air Systems Command (NAVAIR) Patuxent River, MD anticipates issuing an order for the non-recurring engineering required to replace an obsolete accelerometer component. This includes the effort required to design, develop, test, and qualify the discrete SiAC for use in the CH-53K LN-200A Inertial Measurement Unit (IMU), updating the IMU's firmware to accommodate those changes, and certifying the design to meet the DO-254 Design Assurance Guidelines for Airborne Electronic Hardware. A cost plus fixed fee order under a Basic Ordering Agreement is being contemplated. This action will be negotiated on a sole source basis with Sikorsky Aircraft Corporation (SAC), Stratford, CT. The anticipated effort will be awarded on a sole-source basis to SAC in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the detailed knowledge of the CH-53K aircraft design to allow them to perform the NRE and upgrade efforts in a timely and cost effective manner. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
