- NOTICE OF SOLE SOURCE PROCUREMENT ACTION Proposal Disallowed Reason Procurement action being conducted under Subpart FAR 13 Simplified Acquisition Procedures and FAR 6.302-1 with the authority of 41 U.S.C. 253 (c), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. Description of Required Services The Bureau of Reclamation, Lower Colorado Regional Office (LCRO), Boulder City, Nevada, intends to award, on a sole source basis, a purchase order to R Walsh Consulting. This requirement is for a senior level Public Information Specialist to provide technical expert writing in support of the Lower Colorado Regional Editorial Review Board for various public information products including the Region's annual Accomplishment Report. The specialist gathers critical information and analyzes pertinent water and related resources and land programs, projects and functions. The Specialist performs a broad variety of writing services that include research, fact-finding, and development of various inputs from the annual Region's Accomplishments Report to program fact sheets. The Specialist serves as an active participant in the Editorial Review Board, prepares and reviews written products, and provide technical editing/writing to ensure delivery of professional documents. It is anticipated that this purchase order will be for six months. R Walsh Consulting, located in Henderson, NV has specialized experience and the required level of expertise needed to perform the services listed above.. Mr. Walsh is very knowledgeable of both the Lower Colorado Region and Reclamation's missions. R Walsh Consulting is able to meet the specific and unique needs of Reclamation in regards to this requirement. A Justification for Other Than Full and Open Competition has been prepared in support of this acquisition. The anticipated award date is on or before February 13, 2017. The North American Industry Classification System (NAICS) code is 561410 - Document Preparation Services. The Small Business Size Standard for this NAICS Code is $15 million. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's experience and established past performance record in providing the services described above. Interested parties must provide rationale as to why they should be considered. Interested firms should respond to this notice by referencing solicitation R17PS00383 by February 10, 2017, 2:00 PM, Pacific Time. Responses should be sent to Diane Rodriguez, via email at DLRodriguez@usbr.gov. A determination by the Government not to compete this proposed procurement action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Reclamation will not reimburse for any costs connected with providing capability information.
