Description
This announcement is a Sources Sought Notice (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District is in search of sources interested in and capable of providing operation and maintenance services for the Bonneville Fish Hatchery, which produces fall Chinook to aid in the mitigation obligations for The Dalles and John Day Dams. The Government has a need for operations and maintenance services at this facility. The Government shall furnish the Bonneville Fish Hatchery facility, including all land, buildings, structures, permanently affixed (bolted down or similar) equipment. The Contractor shall provide all personnel, tools, materials, vehicles, supervision, and other items and services necessary to operate and maintain the hatchery according to the performance work statement and the applicable Hatchery Genetic Management Plan. Current hatchery production includes several groups of upriver bright fall Chinook. The hatchery receives eyed-eggs from Priest Rapids Hatchery, with which, the Contractor will produce and transfer approximately 3,620,000 (35,146 pounds) sub-yearlings smolts to Ringold Springs Hatchery. The Hatchery also receives eggs from the Little White Salmon National Fish Hatchery (LWSNFH), with which, the contractor will produce and transfer approximately 900,000 (90,000 pounds) yearling smolts to Pendleton Acclimation Facility (Umatilla River), and approximately 210,000 (17,500 pounds) yearling smolts to Prosser Hatchery (Yakima River). The Contractor will provide routine maintenance services defined as, any maintenance that will not materially increase the value or useful life of a capital asset. Quarterly Reports for each hatchery will be provided to the Government that details hatchery production and maintenance. USACE, Portland District is seeking sources for fish hatchery operations and maintenance at Bonneville Fish Hatchery under NAICS Code 541990 Other Building Equipment Contractors. The small business size standard for this NAICS is $15 million. The Government anticipates awarding One (1) Firm-Fixed Price - Services contract. The Period of Performance is anticipated to be 15 April 2017 through 14 April 2018 followed by two (2) consecutive option years. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. In the event that the organization is a small business, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. 4. Statement of Capability (SOC) a. Statement demonstrating skills, equipment, and personnel required to perform the specified type of services are available, or can become available if the contract is awarded. b. Examples of recent and relevant aquaculture and hatchery management experience within the last five (5) years. c. Examples of recent and relevant experience within the last five (5) years coordinating with other agencies in hatchery operations, specifically egg and juvenile transfers between hatcheries. Highlight any experience working with the Washington Department of Fish and Wildlife, Oregon Department of Fish and Wildlife, U.S. Fish and Wildlife Service, National Marine Fisheries Service, and Confederated Tribes of the Umatilla Indian Reservation. d. Brief example of relevant experience complying with Biological Opinions, Hatchery Genetic Management Plans, and Columbia River Fish Management Plan. e. Summary of recent and relevant experience within the last five (5) years providing routine maintenance services. The Government intends to advertise a solicitation for this project on or around 28 February 2017. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
