Description
This is a Pre-solicitation Notice of the US Government's intent to issue a solicitation for the construction of the Colombian National Police (CNP) Utilities and site Work in Caucasia, Antioquia, Colombia. The order of magnitude for this requirement is between $500,000 and $1,000,000. The estimated period of performance is 150 calendar days. This acquisition will be issued under full and open procedures. The project will require the construction of water supply, sewage and electrical utilities. This construction project will satisfy connectivity needs for the Colombian National Police (CNP) in Finca Paraguay at Caucasia, to support DIRAN program at the existing CNP Facilities. The construction shall include the use of quality materials that are capable of withstanding tropical rainy climate. The contractor shall also include drainage system, earthwork, backfilling, road construction, concrete water storage tank and exterior work. The construction shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10), NTC 2050, RETIE, RETILAP, RAS, INVIAS, Environment Standards, etc. as applied to each case. The building shall comply with the current standards of the Colombian Seismic Resistance Code (NSR Standard, 10). Place of Performance: Colombian National Police Finca Paraguay at the DIRAN CNP Facilities located in the city of Caucasia, Antioquia, Colombia. This base is located at the northwest part of the country in the Atlantic Coast region, 7°59′N 75°12′W, at 693 Km from Bogota, capital city of Colombia. It can be accessed through commercial flights and by road. The elevation 150 m. (477 ft.) above sea level and the weather is dry. The solicitation is expected to be posted on February 22, 2016 and it will be available for 30 days - reference SAQMMA-17-R-0041. Award of a Firm-Fixed Price Type Contract is anticipated by within 30 calendar days from the solicitation response date. (March 24, 2017). A pre-proposal conference and/or site visit(s) will be scheduled and included in the solicitation. Contractors shall express their interest in this solicitation by written correspondence to the attention of Joonpil Hwang. All correspondence shall be submitted via email to hwangj2@state.gov and must include the solicitation number SAQMMA-17-R-0041 in the subject line. DO NOT TELEPHONE. Firms shall be knowledgeable in written and spoken English and possess all appropriate permits and licenses to perform such work in Columbia. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. This is a pre-solicitation notice, otherwise known as a synopsis (summary). The solicitation pertaining to this notice will be available to all interested vendors.
