- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) paragraph 3.2.24, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with JVN Communications, Inc., Egg Harbor Twp., New Jersey via single source procedures. This procurement is in support of the FAA's surveillance data communications to terminal and enroute Air Traffic Control Systems. The award will be made for the procurement of Simulation Driver and Radar Recorder (SDRR) and SiteShadow rackmounts, portable systems, and permanent software licenses. The FAA requires the SDRR & SiteShadow components to be installed at the William J. Hughes Technical Center and interfaced with the AEFS equipment. The SDRR & SiteShadow components are needed for Terminal Flight Data Management (TFDM) testing in conjunction with ERAM and STARS. The SDRR is an upgraded version of the Inter-Facility & Radar Simulator (FIRS), which is a simulation tool that provided surveillance data communications to terminal and enroute ATC systems without interfering with ATC operations. These components are provided exclusively by JVN Communications, Inc. JVN Communications is the only source for the FIRS (which include SDRR and SiteShadow hardware & software components) and is the only issuer of licenses for its use. JVN holds the intellectual property rights to all software that runs in the FIRS family of products and is not supported by any other manufacturer or source. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in delivering such services outlined above and the FAA will evaluate that information accordingly.
