- DRAFT - SOF-EIS IDIQ PWS The U.S. Government has a requirement to develop advanced technologies and capabilities specifically designed for the Special Operations Community and then integrate them with the larger Government community to facilitate cooperation and collaboration for specialized and joint efforts or task forces. This includes technologies that supports C4ISR elements, exploitation and analysis, special/secure communications, protective technologies, large scale data integration in support of the analytical process, outreach/coordination with commercial entities and the underlying information technology infrastructure and networking that makes these highly specialized efforts successful in complex and hostile environments. By developing advanced technologies and capabilities from the ground up, the Government can better collaborate with and enable any partner within or connected to the Special Operations Community with increased effectiveness and minimal disturbances to ongoing operations. This is a PRESOLICITATION notice to publicize the planned solicitation release for the SOF-EIS requirement on or about 15 February 2017. One Single Award Indefinite-Delivery Indefinite-Quantity (SA IDIQ) contract with a $99M ceiling is anticipated to be awarded on or about 28 April 2017. The purpose of this notice is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. Proposals will only be accepted from SDVOSB concerns in response to the solicitation when it is issued (not this pre-solicitation notice).
