Description
J&A No.: FY17-0054 Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows: The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), National Protection and Programs Acquisition Division (NPPAD), proposes to enter into a contract on a basis of other than full and open competition. This action is on behalf of Cyber Security and Communications (CS&C), Office of Emergency Communications (OEC), for the Next Generation Networks Priority Services (NGN PS) and Priority Telecommunications Services (PTS) Programs. DHS/OPO proposes to modify the Scientific Engineering and Technical Assistance (SETA) contract HSHQDC-C-15-00059 to extend the period of performance for up to three (3) months, from January 28, 2017 to April 27, 2017. The proposed modification will be a hybrid utilizing cost-plus-fixed-fee, firm-fixed price and reimbursable at cost line items. The modification will utilize FY17 funding. The proposed contractor is Leidos Inc., located at 6841 Benjamin Franklin Drive, Columbia, MD 21046. The total estimated value of the proposed modification is $1,500,000.00. The Office of Emergency Communications (OEC) requires SETA assistance to support its Priority Telecommunications Services (PTS) Programs. PTS consists of the Government Emergency Telecommunications Services (GETS), Special Routing Arrangement Service (SRAS), Wireless Priority Service (WPS), and Next Generation Networks (NGN) Priority Services (PS). GETS, SRAS, WPS, and NGN PS are specially designed telecommunications services for the National Security and Emergency Preparedness (NS/EP) user community's use during natural or man-made disasters when conventional communication services are ineffective. The total estimated value of the extension is $1,500,000.00 as stated earlier herein. Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.3 and in accordance with the requirements of FAR 6.303-1, the justification for the use of the statutory authority under FAR Subpart 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows:
