DRAFT Task Order 0001 PWS DRAFT IDIQ Base PWS 1.0 Introduction This federal business opportunities announcement is a Request for Information (RFI) only. The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Division E is conducting market research to identify commercial or non-commercial support services for the Software Engineering Center (SEC), Platform Mission Software Equipment (ME) Branch. This market research effort is a continuation of efforts previously conducted under W56JSR-16-R-0015 released 10 December 2015 through 23 December 2015. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued 2.0 Background The Software Engineering Center (SEC), Platform Mission Software Equipment Branch (PMESB) Branch, is responsible for providing primary system/software engineering support to aviation navigation, communications, ground support avionics, command and control, and tactical air traffic control systems during their development and integration into weapon systems. Also, SEC ME is the leading Army Tri-Service organization for MIL-STD-1553 engineering, validation and test, and system integration support. Post Production/Post Deployment Software Support: SEC PMESB is responsible for the Post Production/Post Deployment Software Support (PPSS/PDSS) of 13 avionics systems. This support is essential in maintaining readiness for today's modern aircraft. The software maintenance entails making changes to software, testing the changes, and releasing the software to the field promptly. SEC PMESB is also responsible for the configuration management of all associated software and documentation for each of these systems. The SEC PMESB provides PPSS/PDSS support to systems sponsored by the following organizations: Support Systems Organization Sponsors PEO IEWS, PdM Electro-Optical/Infrared(EO/IR) PEO GCS, PM Heavy Brigade Combat Team(HBCT) PEO IEWS, PdM Combat Terrain Information Systems(CTIS) CECOM Logistics and Readiness Center (LRC) Airborne Battle Command Program Support Office(ABCPS) SOSE&I/Direct Reporting Program Manager Position, Navigation, and Timing(PNT) Navy Naval Air Systems Command (NAVAIR) PEO Aviation, PdM Aviation Mission Equipment(AME) PEO Aviation, PdM Air Traffic Control(ATC) PEO Aviation, PD Aviation Network Mission Planning(ANMP) PEO Solider, PM Air Warrior (AW) U.S Coast Guard U.S. Marines U.S. Air Force System/Software Engineering and Integration: The SEC PMESB is responsible for providing system/software engineering support for avionics systems throughout their life cycle. Upon development, the SEC PMESB is involved with the integration of avionics systems into weapon/aircraft systems, such as the Improved Cargo Helicopter (ICH), HH-60L (MEDEVAC), RC-12 Guardrail Common Sensor, OH-58D, AH-64A/D and SOA aircraft (MH-47E and MH-60L). Support includes requirement's definition, analysis, design, interface control working groups, technical interchange, test planning, and document generation/review, including the preparation or validation of MIL-STD-1553 Multiplex Interface Control Document (MICD) and Software/Interface requirements documents. MIL-STD-1553: SEC PMESB provides engineering experience and expertise on all aspects of MIL-STD-1553 matters, ranging from participating in the writing of MIL-STD-1553 requirements, to providing avionics maintenance test systems. The Validation and Test Facility (VALFAC) is a test laboratory that provides independent MIL-STD-1553 Validation and Verification test services for DoD MIL-STD-1553 subsystems in accordance with Tri-Service test standards. VALFAC will enable US Army and other DoD components to continue ensuring Contractor Furnished Equipment (CFE) and Government Furnished Equipment (GFE) meet the requirements of governing communications standards. See Draft Base & Task Order 0001 PWS attachment1& 2 for a full description of the requirements and systems. The predicted NAICS code is 541512 Computer Systems Design and Related Services, with a small business size standard of $27.5 million. 3.0 White Paper Requirements Interested contractors should provide a white paper response, which does not exceed five pages. Submission that exceed five pages will not be accepted. The white paper must address at a minimum the following: 1.Description of ability to provide support services related to the requirements located within attachment 1, and the desire to act as a prime or subcontractor. 2.Service type explanation, i.e. commercial or non-commercial, and identification of current or historical services provided. For example, company X provided (commercial or non-commercial) support services during the performance of X contract, in support of X organization. 3.Company business size, socio-economic status, NAICS code, physical address, a point of contact, phone number, and email address. 4.Can the company provide support services for all the requirements at the Government's facilities located at Aberdeen Proving Ground Maryland, 21005, within 60 days of contract award? 5.If this contract action is set aside or reserved for small businesses, can the company adhere to and maintain the limitations on subcontracting in accordance with FAR 52.219-14? If so, please provide a supporting rationale of methods for doing so. 6.Can the company provide support services for 90 days absent payment? 7.Please describe any experiences, knowledge, and technical ability to accomplish the following tasks: o Contract Management o Program Management/Administrative Support o Software Configuration Management o Software Transition o IAVA o Systems Engineering Support o MIL-STD-1553 Data Bus Engineering Support o Software Engineering Environment (SEE) Support 8.
