Description
Solicitation Number W15QKN-17-R-1050 Combined Solicitation/Synopsis for: 721110 - Hotels (except Casino Hotels) and Motels The United States Army Contracting Command - New Jersey (ACC-NJ), on behalf of the United States Army 99th Regional Support Center (99th RSC), has a requirement for Yellow Ribbon Lodging in Pennsylvania on 24 through 26 February 2017. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are requested. (ii) The Solicitation Number is W15QKN-17-R-1050. Additional requirements of this solicitation is attached. (iii) This acquisition is solicited as unrestricted through the open market. The requirements will be fulfilled using Simplified Acquisition procedures, FAR Subpart 13.5 and FAR Part 12. This associated North American Classification Systems (NAICS) code is 721110 with size standard of $32.5M. The anticipated award will be a firm-fixed price contract. (iv) Description of requirements to be acquired: See Performance Work Statement. Additional Information All lodging accommodations, to include rooms, meals, meeting rooms and other amenities shall be in one location. The hotel shall be located either within a 15-mile radius of Hershey, within 10-mile radius of Philadelphia or within the city limits of King of Prussia, PA and within 10 miles of an Emergency Medical Clinic. Hotel shall offer the following: lighted parking lot, fitness center, business center, at least one full-service restaurant or food court on the property, elevators for access to other than the ground floor, vending and ice machines. The fitness center shall be accessible to all attendees with no additional cost to the Government. The hotel shall provide handicap accessible rooms. The Contractor shall invoice for actual services/supplies provided. Actual services/supplies provided/ rendered in accordance with the terms and conditions of this contract will be accepted and paid for by the Government. (v) Place of Contract Performance: Hotel location to be determined. (vi) Period of Performance: The period of performance shall be 24-26 February 2017. Inspection and Acceptance: Inspection and Acceptance shall be at Destination. FOB shall be at destination. NOTE: All unit prices proposed must include shipping. (vii) The provision at 52.212.1, Instructions to Offeror--Commercial, applies to this acquisition. (viii) An addendum of the provision FAR 52.212.2, Evaluation -Commercial items will be used to evaluate proposals for awarding the purchase order. The basis of evaluation will be based on the lowest price technically acceptable. Please review the attached documentation for the details of the basis of evaluation. (ix) Offerors should include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its proposal, or note that a current electronic copy is available at https://orca.bpn.gov/. (x) The clause at 52.212-4, Contract Terms and Condition-Commercial Items, applies to this acquisition. (xi) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. (xii) All proposals are due no later than the time specified on the standard form (SF) 1449 Eastern Standard Time.
