- The National Institute of Standards and Technology (NIST) seeks information from vendors that can provide a robust COTS-based, system that utilizes an SQL Server Relational Database Management System (RDBMS), Microsoft SharePoint for collaboration and Microsoft Report Server for report generation. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The Manufacturing Extension Partnership (MEP) Program of the Department of Commerce (DOC), NIST is a nationwide network of not-for-profit Centers in locations in all 50 states and Puerto Rico, whose sole purpose is to provide small and medium sized manufacturers with the help they need to succeed in today's competitive world. Each Center works directly with area manufacturers to provide expertise and services tailored to their most critical needs. MEP has an ongoing development project for an integrated enterprise information system known as MEP's Enterprise Information System (MEIS). MEIS is a custom Microsoft ASP.Net/MVC application for managing key business functions of the MEP Program. MEP needs to further enhance MEIS to offer greater functionality and use currently available technologies to improve the user experience and data accessibility through the integration of third party data resources and the use of mobile applications. Integrated within the MEIS application is a mostly standard implementation of SharePoint (MEP Connect) with a few custom applications. MEIS is the authenticator for user access to MEP Connect. In addition to integration with SharePoint, MEIS is also integrated with Salesforce (API and custom application development), Dun &Bradstreet API and Google Geo Coding. NIST is conducting market research for a requirement to augment the functionality currently available in the MEIS and MEP Connect at the NIST MEP in Gaithersburg, MD through an Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The application is to be developed according to the NIST software development life cycle process. Each task order under this IDIQ will have a separate period of performance. The specific tasks will be detailed at the time the task order is issued. In general tasks will fall under the following broad categories: • Operation and Maintenance • Data Warehouse • Other System Enhancements • MEP Connect SharePoint O&M and Enhancements It is expected that the following types of labor categories or equivalent will be needed based on the tasks identified: SharePoint/.Net System Architect/Subject Matter Expert/Project Manager SharePoint Architect/Developer/Administrator Senior and/or Junior.Net Developer Quality/Testing NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541519, as those domestic sources having 150 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide the required services are requested to email a detailed response describing their abilities, and addressing the requirements set forth herein, to divya.soni @nist.gov no later than the response date for this sources sought notice. The response shall not exceed five (5) pages and should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of company, addresses, and a point of contact for the company (name, phone number, fax number and email address). 2. DUNS number of company 3. Indication of whether the services are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
