Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. DESCRIPTION: This is a follow-on requirement for Contractor Logistics Support (CLS) and Sustainment Operations. This procurement action is for the FY 19 procurement of CLS and associated Sustainment and Operations Support of the RQ-7B Shadow TUAS, both within the Contiguous United States, (CONUS) and Outside Contiguous United States (OCONUS). Multiple Indefinite Delivery/Indefinite Quantity (IDIQ) services contracts will be awarded through full and open competition for TUAS logistics services for the period of Fiscal Year (FY) 2019 through FY 2022The TUAS Project Office intends to issue competitive Firm-Fixed price TOs under this contract but reserves the right to issue Cost type TOs based on the complexity of the TO requirement. There are two variants of the RQ-7B Shadow System. RQ-7Bv1 System: RQ-7Bv1 Shadow Air Vehicles (AV) with payload, Ground Control Stations (GCS), Ground Data Terminals (GDT), Portable GCS (PGCS), Portable GDT (PGDT). RQ-7Bv2 System: RQ-7Bv2 Shadow Air Vehicles (AV) with payload, Universal Ground Control Stations (UGCS), Universal Ground Data Terminals (UGDT), Portable GCS (PGCS), Portable GDT (PGDT). RQ-7B Common Equipment: This equipment is common to the RQ-7B and RQ-7Bv2 systems. Tactical Automatic Landing System (TALS), Launcher (LAU) (Trailer mounted), Air Vehicle Transporters (AVT) with AV Refueling System, Multifunctional Contractor Operated Mobile Maintenance Facilities (MMFs). The effort includes Product Support Integrator (PSI); contractor managed supply and maintenance, field supply support, Inventory Control Point (ICP), spares and repairs demand forecasting, spares procurement, Repair of Repairables (ROR), depot level supply support, depot-level maintenance, software maintenance and support, Information Assurance (IA), engineering support, Logistics Management Information (LMI), Technical Manuals (TM), Flight Test Support, Flight Line Operations, Configuration Management including maintenance of the Technical Data Package and technical artifacts, Reliability, Availability, Maintainability, and Testability (RAM&T), total package fielding, Refurbishment and Reconstitution of System Hardware (Reset), sustainment training, and Field Service Representatives (FSR) / Information System Technicians (IST) for the United States (U.S.) Army and U.S. Marine Corps (USMC), and Commonwealth of Australia. The Government does not have a complete procurement Technical Data Package (TDP) for this requirement. However, a level three (production) drawing set, which supports Shadow v2 components, has been procured. The Government is also reviewing Shadow legacy technical data. There are no plans to purchase a complete TDP for this requirement. Potential responders must be able to maintain interoperability with the UAS Universal Ground Control Stations, OSRVTs, and Army Aviation Platforms. Additionally, responses may include data that vendor's do not want disclosed to the public for any purpose or used by the Government except for information purposes. If your company wishes to restrict the data, the title page must be marked with the following legend: Use and Disclosure of Data: This response includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed -- in whole or in part -- for any purpose other than to evaluate this response. This restriction does not limit the Government's right to use information contained in these data if they are obtained from another source without restriction. The data subject to this restriction are contained in Data Sheets [insert numbers or other identification of sheets]. Your company may also mark each sheet of data it wishes to restrict with the following legend: "Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this response." The Government will utilize non-Government personnel (support contractors) to review and evaluate white papers submitted in response to this RFI. If any respondent does not currently have a Non-Disclosure Agreement (NDA) that would permit the PM UAS support contractor(s) listed below to review the respondent's RFI submission, the respondent is encouraged to sign NDAs with the listed support contractor(s) for this purpose. In any event, any markings on the submissions in response to this RFI should reflect that the information is releasable to the identified contractors solely for the purposes stated herein. The contractors listed below will be precluded from submitting a response to this RFI or any subsequent solicitation for this effort. Security requirements for the contract will be Secret facility and individual for selected personnel, Secret, Sensitive Compartmented Information, and Communications Security. Potential solutions sought shall have full National Security Agency (NSA) approved Type-1 and Advanced Encryption Standard (AES) level encryption capability. RESPONSES: Interested parties are requested to respond to this RFI with a white paper, not to exceed 10 pages, describing responder's capabilities and potential material/services solution that meets criteria referenced in this document. Responses are due no later than 31 March 2017 1500 EST.
