- Request for Information/Sources Sought HHS-NIH-NIDA-SSSA-SBSS-17-023 Training: Evidence Based Modular Psychological Interventions for Adolescent Psychopathology Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Institute on Drug Abuse, Station Support Simplified Acquisitions, 31 Center Drive, Room 1B59, Bethesda, MD 20892, UNITED STATES. Introduction: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources, (2) whether they are small businesses; HUBZone small businesses, service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background: The Mood, Brain and Development Unit as part of the Emotion and Development Branch (EDB) of the National Institute of Mental Health (NIMH) studies the pathophysiology, development, and treatment of pediatric mood disorders, primarily depression. They examine development by acquiring clinical data over time. While they possess expertise on tools for psychological intervention, they require training in evidence-based modular psychological interventions for adolescent psychopathology. Purpose and Objectives for the Procurement: The purpose of this acquisition is to provide the National Institute of Mental Health with training for the Mood, Brain, and Development Unit staff in evidence-based modular psychological interventions for adolescent psychopathology. Project Requirements: The overall goal of this contract is to offer state of the art, evidence-based modular psychological treatment to youth recruited to our studies. To achieve this our Unit's clinical staff need to be trained in this form of treatment and below we describe what the necessary elements of this training are. Our Unit recruits young people with depression and comorbid psychiatric disorders in order to conduct pathophysiological studies of the mechanisms of mood disorders. These young people typically suffer from severe psychopathology that is frequently resistant to the standard treatment they receive in the community. Our Unit's ability to conduct cutting-edge research is dependent upon the capacity of our clinical services to deliver top-quality interventions to these young people. Psychological interventions have in recent years gained increasing recognition for the treatment of complex psychopathology in youth. It is therefore paramount that the members of our Unit acquire the necessary expertise to deliver such interventions and that they be trained in the most rigorous possible manner. Offering psychological interventions to children is a particularly sensitive matter as choosing the wrong treatment or offering it in the wrong way could prove detrimental to young people. Our objectives are to offer treatments that are beneficial to the children, establish our reputation in the community as providers of evidence-based treatments and thus improve our ability to recruit young people and conduct our research. It is therefore key that our staff are trained in the provision of such high-quality psychological interventions and this project's aim is to achieve this. Government Furnished Property The Government will make meeting room/space arrangements at NIMH for the training sessions. Travel The trainers will have to travel to our Unit to deliver the face-to-face five-day-block treatment. Travel reimbursement will be provided. All travel arrangements must be made in accordance with Federal Travel Regulations and must be approved by the Contracting Officer's Representative prior to being finalized or invoiced. Anticipated Contract Type: A firm fixed price purchase order within the Simplified Acquisition threshold is anticipated. Period of Performance Estimated March 1, 2017 - February 28, 2018 Place of Performance/ Delivery Requirements Training sessions for clinical staff will take place on-site at the National Institute of Mental Health in Bethesda, MD. A progress report will be submitted six months into the contract. Progress will also be evidenced by weekly consultation and treatment volume on our unit. Contractor Requirements (Scope of Work) The contractor will offer training in an evidence-based, modular treatment for child psychiatric disorders. This treatment is called Modular Approach to Treatment of Children (MATCH). The contractor will offer a block of five days of face-to-face training to our Unit's staff. The contractor will also offer thrice-weekly remote (internet-based) supervisory training to the Unit's clinical staff. The contractor will review material (e.g. film clips and clinical scores) from our Unit's work and offer training advice. Capability Statement: Contractors that believe they possess the ability to provide the required services should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The capability statement should include 1) the total number of employees, 2) documentation of ability to provide the required support, 3) any contractor GSA Schedule contracts by which all of the requirements may be met, if applicable, and 4) any other information considered relevant to this program. Contractors must also provide their Company Name, DUNS number, Physical Address, and Point of Contact Information. Interested organizations are required to identify their type of business, applicable North American Industry Classification System Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive. When submitting this information, please reference the solicitation notice number. All capability statements sent in response to this Sources Sought Notice must be submitted to Sneha Patel, Contract Specialist, via email at sneha.patel@nih.gov before the closing date and time of this announcement. All responses must be received by the specified due date and time in order to be considered.
