- Synopsis synopsis of proposed contract action FAR SuBPARTs 5.1 & 5.2 The U.S. Department of Energy (DOE), Office of River Protection (ORP) plans to award by means other than full and open competition, pursuant to Federal Acquisition Regulation 6.302-1. Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. DOE intends to award a sole source contract to the University of Utah, Department of Metallurgical Engineering, located at 302 Park Building, 201 South President Circle, Salt Lake City, Utah, 84112-9023 to develop and propose economically viable solutions to controlling radionuclide air emissions during the DOE/ORP waste processing efforts, and to develop other related innovative technologies. These studies will significantly reduce production and research delays and will represent significant cost savings to the DOE Waste Treatment and Immobilization Plant and will provide the necessary technology through the development of an economically feasible sorbent media. Additional benefits will be realized through abilities to readily process or incorporate into a low-melting temperature vitreous waste form suitable for disposal at the integrated disposal facility (IDF). The proposed work will focus on the 1) formation of silica and mixed metal oxide (MMO) aerogels with engineered interconnected porosity, and 2) the development of a volatile sorption system based on this material. Due to the unique and necessary expertise required and the specific nature of this requirement, DOE ORP does not know of, and has not solicited other sources. This notice is NOT a solicitation for proposals, and none will be accepted. The estimated total cost of this initial contract is $100,000 for an estimated eighteen month period of performance.
