- SUBJECT: Request for Information (RFI) and Sources Sought, Soldier Protection System (SPS) - Next Generation Integrated Head Protection System (NG-IHPS) 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized via the Federal Business Opportunities website (www.fbo.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2. The Government is issuing this RFI in support of a Continuous Technology Refreshment for the Next Generation Integrated Head Protection System (NG-IHPS), part of the Soldier Protection System (SPS). The NG-IHPS will provide the Soldier multiple levels of ballistic protection that will be tailorable to mission profiles and protection against specific threats ranging from fragmenting munitions, small arms fire, and blunt impact, at a reduced weight when compared to the legacy IHPS. The versatility of the system will enable the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. The NG-IHPS will protect Soldiers across the range of military operations including major combat operations, stability operations, homeland security operations, joint operating concepts, and the joint force functional concept. 3. The NG-IHPS head protection ensemble shall consist of a Modular Helmet (MH), MH cover, MH suspension system, MH retention system, Neck Armor Protection Enhancement (NAPE) pad, Night Vision Device (NVD) bracket assembly, Maxillofacial Protection system (ballistic mandible and visor assemblies), and hearing protection. The NG-IHPS requirements will be specified as follows: (1) The legacy IHPS Purchase Description (PD) with the following updates: a. Threat P protection incorporated into the MH b. 10% weight reduction over the legacy IHPS finished helmet (O), same weight as legacy IHPS finished helmet (T) c. 9-mm mandible and visor protection (O), same protection level as legacy IHPS (T) d. Boltless NVD bracket assembly (O), bolted NVD bracket assembly (T) e. Backwards compatible with the AN/PSQ-20/A, AN/PSQ-20B, and AN/PSQ-39/40 Enhanced Night Vision Goggle (ENVG) helmet mount assembly and battery packs f. Visor compatibility with ENVG brackets (2) The legacy IHPS drawings which provide shape and dimensions to be met by the selected NG-IHPS vendor, to include thickness, in order to ensure compatibility between legacy and NG-IHPS articles. Drawings will be available from the Government upon request from interested and viable parties. 4. The acquisition organization responsible for this effort is Product Manager (PdM) Soldier Protective Equipment (SPE), Fort Belvoir, VA. PdM SPE intends to coordinate with industry to select the most qualified design. A preliminary timeline for the development of the NG-IHPS is as follows: (1) Vendor generated data due 2QFY18: PdM SPE intends to issue a Request for Proposals (RFP) to gather information and determine the level of technical and industrial maturity related to the NG-IHPS requirements. Data provided under this RFP will be at the cost of the vendor. (2) Developmental Test (DT) Samples for Government testing due: 4QFY18: PdM SPE intends to select the most mature and viable designs as submitted with the RFP and purchase DT samples for testing. (3) First article samples, based on DT down selection, due 4QFY19: First Article Test (FAT) will be conducted on the most mature and viable DT designs. (4) Low Rate Initial Production to begin 4QFY20: An LRIP contract will be awarded to one or more vendors, depending on FAT results and availability of funding. 5. This notice requests interested vendors to provide, not later than 30 calendar days of the posting of this RFI, the vendor's level of interest to participate in a possible competitive acquisition, a detailed description, in the form of a technical white paper, of their proposed head protection ensemble that meets the requirements detailed in Paragraph 2, and a rough order of magnitude (ROM) unit price accurate to the nearest hundred dollars. Each vendor's response shall address schedule requirements as well as specific size, weight, shape, performance, and durability requirements as stated in the PD for each component. In addition to providing a white paper, interested vendors are encouraged to provide feedback and questions concerning the PD.
