Description
The U.S. Environmental Protection Agency (EPA), Testing and Advanced Technology Division (TATD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, requires 6,000 Gallons of LEV III Regular Test Fuel; 2,500 Gallons of LEV III Premium Test Fuel; 2,500 Gallons of Tier III Regular Winter Test Fuel; 3,500 Gallons of Tier III Regular Test Fuel; 3,500 Gallons of 2007 Cert Diesel Test Fuel; 6,000 Gallons of Tier II Test Fuel; 2,500 Gallons of Tier III Premium Winter Test Fuel delivered FOB Destination. The contractor is required to provide a minimum of one (1) gallon of a pre-delivery sample to the project officer for acceptance testing before bulk delivery. Delivery of the bulk test fuel shall not occur until the project officer has performed the necessary tests to determine conformance to the specifications. After acceptance testing of the pre-delivery sample, the contractor shall deliver the test fuel represented by the pre-delivery sample at a time and place specified by the project officer. Delivery shall be in bulk and dropped into tankage at EPA ¿s Ann Arbor, MI facility. Upon delivery, the fuel in the delivery tankage will be inspected prior to the fuel being accepted into EPA ¿s tankage. The project officer or their designated representative has the right to reject the delivery based on non-conformance with these requirements. The contractor shall provide a report with each delivery that addresses the technical specifications. This solicitation will be conducted as Full and Open Competition, under FAR Part 12, Commercial Procedures and FAR Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 324110 with a small business size standard of 1,500 employees. The full Statement of Work, which will be included in the solicitation, describes and sets forth all specifications for the Bulk Test Fuel and delivery requirements. Award will be made based on the Lowest Priced, Technically Acceptable (LPTA) basis. The solicitation should be issued on or about February 9, 2017 on FedConnect.net with quotations due on or about February 16,2017. This office does not intend to mail hard copies of the solicitation.
