- Table 1 - Proposed Solicitation Timeline SUBJECT: Request for Information (RFI) and Sources Sought, Soldier Protection System - Integrated Head Protection System (IHPS) 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized via the Federal Business Opportunities website (www.fbo.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 2. The Government is issuing this RFI to collect information for full rate production of the Integrated Head Protection System (IHPS), as part of the Soldier Protection System. The IHPS provides the Soldier with multiple levels of ballistic protection that is tailorable to mission profiles and protection against specific threats ranging from fragmenting munitions, small arms fire, and blunt impact. The versatility of the system enables the Soldier to quickly transition from one mission type to another without degrading the momentum of small unit operations. The IHPS protects Soldiers across the range of military operations including major combat operations, stability operations, homeland security operations, joint operating concepts, and the joint force functional concept. 3. The head protection ensemble shall consist of a Modular Helmet (MH), MH cover, MH suspension system, MH retention system, Neck Armor Protection Enhancement (NAPE) pad, Night Vision Device (NVD) bracket assembly, Maxillofacial Protection system (ballistic mandible and visor assemblies), Ballistic Applique, and hearing protection. Full Rate Production (FRP) requirements will be specified as follows: (1) The IHPS Technical Statement of Need (TSoN) which outlines the technical requirements, with the following updates: a. Backwards compatible with the AN/PSQ-20/A, AN/PSQ-20B, and AN/PSQ-39/40 Enhanced Night Vision Goggle (ENVG) helmet mount assembly and battery packs b. Visor compatibility with ENVG brackets (2) Low Rate Initial Production (LRIP) drawings which provide shape and dimensions to be met by the selected FRP vendor, to include thickness, in order to ensure interoperability between LRIP and FRP articles. Upon request, the Government will provide the TSoN and LRIP drawings to any company with Berry Amendment compliant helmet manufacturing capabilities. 4. The acquisition organization responsible for this effort is Product Manager (PdM) Soldier Protective Equipment (SPE), Fort Belvoir, VA. 5. The Government is expecting a single, five (5) year, Indefinite Delivery, Indefinite Quantity (IDIQ) contact award for approximately 80,000 systems (80,000 MH, 28,000 Ballistic Appliques, 4,800 maxillofacial systems). The proposed timeline for FRP accommodates development of the Next Generation IHPS (NG-IHPS), which will mitigate a greater range of threats to include the most prevalent battlefield threats and maintain or improve upon reduction of Soldier musculoskeletal injuries through weight reduction. Table 1 provides the Government's proposed delivery interests and timeline. 6. This notice requests interested vendors to provide, not later than 30 calendar days of the posting of this RFI, the vendor's level of interest to participate in a possible competitive acquisition, a detailed description, in the form of a technical white paper, of their proposed head protection ensemble that meets the requirements detailed in Paragraph 2, and a rough order of magnitude (ROM) unit price accurate to the nearest hundred dollars. Each vendor's response shall address schedule requirements as well as specific size, weight, shape, performance, and durability requirements as stated in the TSoN for each component. In addition to providing a white paper, interested vendors are encouraged to provide feedback and questions concerning the TSoN.
